My sincere condolences to the Carroll family. My name is Dave Phinney and I had the privilege of working with Jim early in my career on a couple of projects at Volpe. The biggest being the Panama Canal Navigation project which spanned several years during the late 90's. Jim was the project lead with the task of somehow guiding a small group of very junior engineers in developing something that had never been attempted before. Based on GPS (still new at the time), the system would track all the ships through the canal and provide an aid to navigation for the pilots. We were not sure how this would be done, but Jim had the confidence in us that we could do it, even before any of us had that same degree of confidence in ourselves. I remember Jim as a gentle, humble man despite his impressive credentials and many accomplishments. He was expert in conveying to customers what we were going to accomplish and getting their buy in. He also allowed us young engineers to be creative and gave us free range to develop our own ideas while handling most of the mundane administrative tasks himself. Never micro-managing, even if this meant allowing us to learn from our own mistakes, and never taking the limelight for himself. This was a great gift that he gave to everyone on his team - astute guidance when needed and encouragement always. It sounds like Jim was very much this way outside of his work life too. I did not know that about him playing hockey or being so involved in Scouts. I do know that he was extremely proud of his family though.
