In loving memory of a wonderful person. We will love you and miss you always. I served under LCDR Collins who was the MPA (Main Propulsion Assistant) aboard USS Midway CV-41. A great man who I respect very much. When he and his family were transferring to Hawaii I recommended he stay at Bellows Air Force Recreation area rather than the hubbub of Waikiki. He later wrote back and told his fellow officers what a great relaxing time he had. Later on, in either 89 or 90, he invited my wife and me to be his guest at a Navy recruit graduation ceremony at Great Lakes where he was to be the reviewing officer. He treated us very well and my wife still talks about Capt. Collins and the fantastic way we were treated at the ceremony and later the luncheon. I was going through some papers and found a card he sent me inviting us to the change of command ceremony at Mare Island Naval Complex. We were unable to attend. My wife and I are sad that he is gone.

Neil will be greatly missed! He had a knack of bringing joy into every situation during what now seems to be the short amount of time that I knew and worked with him at TCC. He has left a hole behind in the hearts of those that came to know him. He made me want to be a better person. May his memory forever live on through his family, who he cherished.

I remember, as a little girl, always looking for this man at any family gathering- in my eyes and heart he was peace. He was a hero to me long before I understood he is an actual Hero to this Country and to his family, friends and community. Even still 52 years later he is a beacon of peace and love to me - A blessing he will always be

I met Neil in 2002 when he became the Director of the NSF Grant for the Advanced Technology Center for Tidewater Community College. I worked with him on other college initiatives until he "retired" from working at TCC.
I have always admired his friendliness and sense of humor and he took interest in always asking me about my family throughout the years.
I believe he is truly one of the good people one can have the pleasure of meeting in their life. My heart goes out to his family for their loss but I think they will be comforted in knowing what a really good man he was.

I knew Neil through emails and had hoped to meet him personally this year. He certainly was a man to admire. Harriett and I send our condolences to the family along with heartfelt thoughts to our good friends Nancy and Dave Maidrand.
