Charles Delavan Obituary

Charles Frederic ("Fred") Delavan passed away on October 9, 2025, from injuries related to a fall while traveling in Colorado. Fred was born on February 2, 1946, to David and Sybil Turpen Delavan in Sheffield, Alabama. The family later moved to Little Rock, Arkansas, where he spent his childhood. He earned his bachelor's degree in 1968 from Vanderbilt University, where he was a member of the Beta Theta Pi fraternity and Army ROTC. After graduation, he was commissioned as a First Lieutenant in the Army Security Agency and deployed to Germany, where he served as a unit commander and senior officer at Mount Meisner, overseeing 150 soldiers. Upon returning from duty, Fred earned his law degree from the University of Arkansas in Fayetteville. Drawn to the waters of the Chesapeake Bay, he was admitted to the Maryland Bar in 1973. Fred practiced land use and zoning law in the Annapolis area for over 50 years. He was responsible for many of the significant commercial and residential projects in Anne Arundel County, including the planned community of Piney Orchard, Annapolis Town Center, Park Place, and Parkside Preserve at Quiet Waters. His work brought him great pride-and many of his most treasured friendships. He served on the boards of directors for the Anne Arundel County Chamber of Commerce, BWI Business Partnership, and Maryland Hall for the Creative Arts. He was also a member of the Anne Arundel Bar Association, where he proudly celebrated his 50-year membership earlier this year. Fred was an early member of the Eastport Yacht Club and played an essential role in the acquisition and development of its current clubhouse. His happiest times were spent sitting on the deck, overlooking the Bay, with family and friends. Fred enjoyed sailing and power boating, including 25 years on his classic Chris-Craft Commander, Northern Star. He also loved traveling, fly fishing, skiing, golfing, camping, and cooking for a household of guests. He will be remembered for his kindness, even keel, and deep devotion to family and friends. He is survived by his wife and partner in law and life for 40 years, Eileen Powers. He is also survived by his son, Charles Michael Delavan, his wife, McKenzie Young, and their daughter, Fiona; and by his daughter, Leigh Delavan Lockard, her husband, Sam Lockard, and their children, Claire and George Frederick. Fred's greatest joy was the family he created. A memorial gathering will be held at the Eastport Yacht Club on November 15 at 12:00 p.m.

Earlier today

The last time I saw Fred was a chance meeting at the Saint Petersburg Yacht Club many years ago. He was with his Wife Eileen and as a member of the SPYC at the time I was able to show them around the Club and host them to cocktails. The favor was returned at the next Chris Craft Commander Club rendezvous. I remember him having a very gentle nature with quite self assurance. My heart goes out to Eileen and all of his family members. RIP Fred!

Fred was a member of the Chris Craft Commander Club since 2001. He and his wife, Eileen attended many national rendezvous and hosted one in 2009. Club members´ lives are richer having known Fred. To Fred´s family and friends:
May your hearts soon be filled with wonderful memories of joyful times together.
May the love of friends and family carry you through your grief.
As the days and weeks pass, and as you return to life's routine, may you continue to feel comforted by the love and support of family and friends.
Our thoughts and prayers are with you in your time of grief. May your memories bring you comfort.
Fred, we bid you, "Hail and Farewell!" shipmate, until we drop anchor beside you at the Last Great Rendezvous.
