Jay Nave Obituary

Jay R. Nave, 65, of Westminster, passed away on August 15, 2018 at Carroll Hospice Dove House. Born on December 24th, 1952, in Hagerstown, Maryland, Jay was the son of Don O. Nave and Mary E. Delaney Nave. He was a graduate of Westminster High School and attended the University of Maryland, College Park. Jay worked at the Carroll County Bureau of Roads and Operations for 31 years. While working for the county, Jay's proudest professional achievement was his instrumental role in the modernization of the county's Emergency Radio System to the current 800 MHz system. This project unified the radio system for emergency services across the county, connecting fire, EMS, police, and general government operations in a single communications system. Jay chaired the original Radio Replacement Study, then guided the Radio Modernization Project through the legal and procurement processes. He served as Project Manager and was responsible for the construction and implementation of the project, which dramatically improved the overall efficiency and safety of emergency services and governmental operations in Carroll County. Jay retired from the Carroll County Government in 2002. Immediately thereafter, he was recruited by Law Engineering, in Beltsville, MD: he worked there for 15 years through several company transitions. At the time of his death, Jay was a Project Manager for the Wood Environment and Infrastructure Solutions, Inc., in Beltsville, MD. Jay was a Life Member of the Westminster Elks Lodge #2277. He was named Elk of the Year in 1973. Jay served as Exalted Ruler from 1979 to 1980. He held the position of District Deputy in 1981 to 1982; and was the youngest State President of the Maryland, Delaware, District of Columbia Elks Association from 1982 to 1983. Jay was a former member of the Littlestown Eagles and the Knights of Columbus. Jay was an avid card-player, especially poker and pinochle; a lover of computer strategy games; a close student of history; and, at one point in his life, a champion bowler. Surviving Jay are his wife, Ariel Harper Nave of Westminster, MD; two daughters, Jessica E. Nave-Blodgett (Joseph) of Las Vegas, NV, and Eleanor E. Nave, of Denver, CO; three stepsons, Alexander B.H. Harper, Benjamin A. W. Harper, and Patrick J. A. Harper-Aucoin, all of Montréal, Québec, Canada; and a step-grandson, Nathan A.G. Harper-Lopez, also of Montréal. The family will receive friends on Saturday, August 18, 2018, from 2 to 4pm and 6 to 8pm at Pritts Funeral Home and Chapel, 412 Washington Road, Westminster. Funeral Services will be held on Sunday, August 19,2018 at noon at Westminster Elks Lodge #2277, 538 Gorsuch Road, Westminster, MD, 21157. Interment will be held at Pipe Creek Cemetery, Union Bridge, MD, 21791. In lieu of flowers, contributions may be made in Jay's name to the Elks National Foundation; Carroll Hospice, 292 Stoner Avenue, Westminster, MD, 21157; or Carroll County Food Sunday, 10 Distillery Drive, Westminster, MD, 21157.
