Teresa Hoover Obituary

Teresa Justice "Terri" Hoover, age 66, of Westminster, passed away peacefully on Wednesday, October 15, 2025, at her home, surrounded by her loving family. Born July 1, 1959, in Philadelphia, Pennsylvania, she was the daughter of the late Mac and Janet L. (Devilbiss) Justice. She was the beloved wife of the late Bruce D. Hoover, with whom she shared 39 years of marriage before his passing in 2019. Terri is lovingly remembered by her children and their spouses, Shane D. and Katie Hoover, Sarah A. and Chris Dougherty, and William D. and Lauren Hoover; step-son, Louis J. Hoover; and her cherished grandchildren, Kailyn, Jordan, Brandon, Ryan, Teagan, James, and Laurel. She is also survived by her siblings and their spouses, Mark and Laura Justice, Donna and Jack Reese, Debra and Dale Brauning, Sandra and Dennis Lepley, and Linda Justice; sister-in-law, Patricia Hoover; as well as many special nieces and nephews. In addition to her parents and husband, Terri was preceded in death by her step-daughter, Jennifer Perry. A devoted Christian, Terri was an active member of Uniontown Bible Church, where she served faithfully in Sunday school, Vacation Bible School, youth ministries, and Bible study. For ten years, Terri was employed with Clear Ridge Nursery, where she developed a deep knowledge of and appreciation for native plants. She fondly remembered spending her childhood summers in Uniontown with her grandfather Tom Devilbiss and aunt "Toots" at their Devilbiss Grocery Store. Terri was an avid fan of The Waltons and its message of family and faith. She enjoyed crocheting, backyard birdwatching, and flower gardening. Above all, she was a devoted mother who loved traveling-from beaches to mountains-to visit her children. The greatest joy of her life was being "Grammy" to her beloved grandchildren. Family and friends may call at Hartzler Funeral Home, 310 Church Street, New Windsor on Sunday, October 19 from 2 to 4 p.m. and 6 to 8 p.m. A funeral service will be held at Wakefield Valley Bible Church, 2206 Old New Windsor Pike, New Windsor on Monday, October 20 at 10:30 a.m. with Pastor Jeremy Roop and Dr. Rick Holbrook officiating. Interment will follow in St. Paul's Lutheran Cemetery, Uniontown. Memorial contributions may be made to Fountain Valley Church, 1410 Littlestown Pike, Westminster, MD 21158 or Community Foundation of Carroll County, 255 Clifton Blvd, #313, Westminster, MD 21157 (write Soni Sunshine on the memo line).
