I met Wanda when I became a member of the old Community Development Advisory Council (CDAC), which was the association of Topeka's Neighborhood Improvement Associations (NIAs) before the current Citizens Advisory Council (CAC). Wanda represented the Central Highland Park NIA. I represented the Tennessee Town NIA. I came to know Wanda as a sweet soul who did not suffer fools gladly. She worked hard for her NIA and supported others working for their NIAs. Her service at the helm of the Tool Lending Library was invaluable and kept the free use of tools available to low-income people and neighborhoods viable for years. I last spoke with Wanda at the July 2019 CAC meeting, where she still represented the Central Highland Park NIA. Wanda was an NIA patriot and soldier. Wanda was my friend. I will miss her greatly.
