B. Crigler Obituary

The Hon. B. Waugh Crigler (U.S. Magistrate Judge, ret.), age 74, of Charlottesville, passed away on April 26, 2023, surrounded by family. He was a cherished husband, father, grandfather, friend, teacher and mentor, and leaves behind a lasting legacy of service to God and community.

Born on July 17, 1948, Waugh was predeceased by his parents, Bernard W. and Jayne W. Crigler, and his beloved wife of 50 years, Anne Kendall Crigler.

He is survived by their children, Kendall Crigler Crusse (Patrick), Jason C. Crigler, II (Corey), and Stuart Crigler Hall (Clayton); as well as seven grandchildren, Barrett and Spencer Crusse, Campbell, Tatum and Fletcher Hall, and Pate and Bo Crigler.

Waugh graduated from Randolph-Macon Academy in 1966, received a BA from Washington and Lee University in 1970, and he earned a law degree from The University of Tennessee College of Law in 1973 where he was a member of the Tennessee Law Review and was admitted to the Order of the Coif and the Legal Honor Society Phi Delta Phi. After that, Waugh joined the chambers of the Hon. Robert Taylor in the Eastern District of Tennessee as a law clerk. He entered law practice in Culpeper, Virginia in 1974 as a principal in what became Davies, Crigler, Barrell and Will, PC. He was admitted to practice in Tennessee, The District of Columbia, Virginia, The Supreme Court of the United States and the Fourth Circuit Court of Appeals. In 1981, he was appointed United States Magistrate Judge for the Western District of Virginia, an office he held for 32 years until his retirement in 2013. Thereafter, he joined The McCammon Group as a certified mediator serving lawyers in Virginia, West Virginia, North Carolina and Washington, D.C.

During his law practice, Waugh was elected President of the Culpeper Bar, chaired the Virginia Bar Association's (VBA) Young Lawyers Criminal Law Committee and was a regional director in the Young Lawyers Division. While in the court, he was appointed by the Chief Justice of the United States to serve two terms as a member of the U.S Judicial Conference Criminal Rules Committee, served on the Boards of Governors of the Sections on Litigation and Education of the Virginia State Bar (VSB), helped found and chaired the VSB Professionalism for Law Students Program, was a faculty member in the Carrico Professionalism Course, and served as a member of the VBA's Commission on Professionalism. He also taught Trial Advocacy and Trial Evidence as an adjunct professor at the University of Virginia Law School for over a combined 30 years. In 2000, he received the William J. Brennan, Jr. Trial Advocacy Award, and in 2015 he received the VSB's William Rakes Award for Leadership in Legal Education. Waugh was proud to be a judicial member of the Charlottesville Bar Association which welcomed him as one of their own upon his appointment to the court. He also was the founding President and emeritus member of the Thomas Jefferson Inn of Court.

Most importantly, through the evangelism of friends and Precept Ministries Bible study, both Anne and Waugh came to a saving faith in the Lord Jesus Christ. They were active in Precept Ministries, in the work of The Covenant School and as members of Trinity Presbyterian Church (PCA) where Waugh served as an elder and elder emeritus. For more than 17 years, he led an in-person men's inductive Bible study, which was opened to all comers on Zoom during and after the COVID pandemic. He was grateful for all the prayers offered by friends, his church and Bible study families.

Waugh may be best known for his beaming smile, bowtie collection, daily swims, strolls on the Downtown Mall, good counsel, keen sense of justice and warm conversations with friends and strangers alike. To those who knew and loved him best, he was faithful in tackling any problem large or small. He cared for and provided for his family with intention and great devotion.

Because Anne died during the pandemic when gatherings were restricted, a joint memorial service for both Anne and Waugh will be held on Saturday, May 13, 2023, at 2 p.m. at Trinity Presbyterian Church. The service will be live streamed at: https://www.youtube.com/@trinitypresbyterianchurch33. Interment will be at a later date.

Waugh was my most admired friend, Bible teacher for many years, and treated his young boxwood plants with the firm gentleness for which he was best known for relating to everyone. His spirit left his body only four months ago, but it will live eternally. Bob Brown, Sr.

Met B. Waugh just before he went to college at 250 pounds and a state wrestling champion. Never down, always positive and a blessing to be around. Regret very much the pain he had to endure before death and his attitude throughout his time in Minnesota and final days in Chalottesville. He will be part of my life until I too, depart. J.D.

Anne and Waugh cannot be replaced, but we can them alive in our hearts and souls as about the best that can become of fellow human beings. Both were diligent disciples of Jesus Christ, loved without limitations, and walked as models for us all. Thanks God for their friendship and love. I miss them.

As Harlowe-Powell Auction there were times that we would run into Waugh any place in Central Virginia or at the Charlottesville Gallery. Always ready with questions for us. Always with a terrific smile and sometimes sporting a great bow-tie, Waugh was a gentleman, a scholar, he would offer his determination about the item and usually ask for an absentee bid sheet!
