Timothy Padraig Hulbert

Timothy Padraig Hulbert, of Charlottesville, died unexpectedly in his wife's loving presence on November 22, 2024.

Tim was born on May 7, 1952 in Schenectady, NY, the son of the late Howard A. Hulbert and Mary Elizabeth (Daly) Hulbert. He grew up in Coxsackie, NY, on his family horse farm. Tim's upbringing, together with his riding, training, and racing thoroughbreds instilled in him the value of "get back up on the horse" after any hurdle life presented. He graduated from Christian Brothers Academy in Albany and received his BA in Government and Philosophy/Theology from Manhattan College in the Bronx, both with honors. Tim's education with the Christian Brothers molded him and laid an everlasting foundation that guided his decisions through life.

Upon graduation from Manhattan, Tim moved back home and took on two jobs working in a cement plant and tending bar in the evenings at the legendary Italian restaurant, Alteri's. Tim's first real job was working on the congressional campaign of Democrat Ned Pattison, eventually coordinating the first Congressional mobile office in US House history. This was the start of his long career in government and public advocacy. He went on to work for the New York State Energy Office where he served as an energy conservation analyst and the agency's official spokesman. Later Tim worked for the New York State Transportation Dept., as the director of both Communications and Intergovernmental Relations.

In 1989 Tim became the President & CEO of the Rensselaer County (NY) Regional Chamber of Commerce, and in 2001 he moved to Charlottesville, Virginia, to head the Charlottesville Regional Chamber of Commerce. In both positions he spearheaded several lasting programs and services that still exist today as a major part of his legacy. The Charlottesville Works Initiative (now Network2Work at Piedmont Virginia Community College) was one of his proudest achievements.

Tim is survived by his loving wife and soulmate Bonnie Farone and his four children: Daniel Taylor Hulbert (Albany); Sean Howard Hulbert and Jenny Rathbun (Queens, NY); Michael Daly Hulbert and Kate Basco (Charlottesville); Moira Farone Hulbert (Tokyo); grandsons Oliver Hulbert and Clive Hulbert. He also survived by stepmother Roberta Hulbert and sister Margaret Mary Hulbert (Coxsackie, NY), nephew Joshua Dittmar and former wife Susan Elizabeth Taylor (Albany).

A Celebration of Life service will be held at Forest Lakes Clubhouse Pavilion on Saturday, January 11 from 2:00-4:00 p.m. In lieu of flowers, please make donations to the Timothy Hulbert Manhattan College Scholarship at connect.manhattan.edu/giving.

I wish to send my sincerest condolences to Tim´s family. Tim was a great man and I enjoyed working for him at Rensselaer County Chamber of Commerce. He treated me very well and I learned so much from him; opening my eyes to so much to Troy and beyond. Our boys were the same age and we commisurated during their growing up years. I chaired the Chamber in 2002, Tim´s 2nd year in Charlottesville. It was a pretty normal year until the beginning of the summer when the reservoirs started getting low because of the 2-year drought we were in. The Daily Progress had a huge headline one day that said "88 days until we run out of water".
It became clear the Rivanna Water and Sewer Authority was woefully unprepared due to poor planning and funding by local government. With Tim´s help, I used my "bully pulpit" to rail on them for allowing this to happen to our community through the rest of the year.
In December the City and County said they wouldn´t be reappointing the Chair of Rivanna and Tim kept urging me to submit an application. I finally did and was appointed.
The most important goal was to create and implement the Community Water Supply Plan. The Chamber was involved from the start and Tim attended and spoke at every public meeting focusing on getting the community more water supply. He was all for keeping the additional capacity in our water shed but he also was adamant that if we couldn´t agree on how to do that we had to go to the James River for our water.
He was the one person who continued to hammer home the James River as a last resort and keep the environmental community, the no-growth community and everyone else keenly focused on getting an agreement that everyone was in favor of. Rivanna completed the new Community Water Supply Plan and Tim thought he was done with his James River hammer but it took another three years to have the City and County sign off on the new plan and how to pay for it. Tim continued to come to every public meeting and commend the elected officials for their work but also said that if they couldn´t sign the final documents so that Rivanna could proceed to build the new Ragged Mountain Dam, the pipeline and pump station between South Rivanna reservoir and Ragged Mountain Reservoir then we had to go to the James River.
When The City and County finally signed off on all the components of the new water supply plan Tim had completed his task of keeping the elected officials focused on the final agreement. He could then sit back and watch it take place over the many years ahead.
Tim was heroic to take on that task for the Chamber and the Community as a whole. One of the County Supervisors during that time once remarked to me that they hated it every time he came to the podium at their meetings because it was always going to end with "if you can´t agree to do it within our watershed than you have to go to the James".
It was always a pleasure to work with Tim because things got done. He was a good friend and I will miss him.

My first memory of Tim, was at a Chamber after hours at Keswick and as he's welcoming folks, Moria is twirling around in her tiny dress(maybe age 2), I was a volunteer then, and later went on to work for Tim, who pushed me beyond what I saw then. He said, work here and be great and when you are ready to leave I'll help you work where ever you want to go. He meant it and to this day I say similiar words to new hires I'm passionate about.

Tim Hulbert and Mark Pattison were two of my great buddies in Troy, NY. We worked together to bring Troy back from the brink of bankruptcy. I especially enjoyed officiating at Tim and Bonnie's wedding, golfing and figuring out how to turn a city on the rocks into a thriving community. Tim's faith was his bedrock. He will be missed. Love you brother.

He said Nancy you´ve got this and off to Germantown I went. So many good memories of a guy who cared so much about and encouraged everyone. Jim and I are so sorry for your loss.

Tim was one of my biggest supporters while I worked full time at the Chamber of Commerce and was in nursing school. I would run into him occasionally in Charlottesville and in my newer capacity as an RN and I would always thank him and tell anyone nearby how he helped me get through nursing school. His support helped to change my life and the life of my family in ways I couldn't even imagine at the time. Tim was a very passionate, focused transplant who cared very much about the Charlottesville community and will be missed.

Gone from My Sight

I am standing upon the seashore.

A ship at my side spreads her white sails to the morning breeze and starts for the blue ocean. She is an object of beauty and strength. I stand and watch her until, at length, she hangs like a speck of white cloud just where the sea and sky come to mingle with each other.

Then some at my side says: "There, she is gone!"

"Gone where?"

Gone from my sight.

That is all.

She is just as large in mast and hull and spar as she was when she left my side and she is just as able to bear her load of living freight to destined port.

Her diminished size is in me, not in her. And just at that moment when someone at my side says: "There, she is gone!" there are other eyes watching her coming, and other voices ready to take up the glad shout: "Here she comes!"

And that is dying...
