Thomas L. Carroll

AGE: 59 • Bear

Thomas L. Carroll, age 59, of Bear, DE, was surrounded by his loving family when he went home to be with his Lord and Savior, Jesus Christ, on Friday, May 1, 2015. Tom graduated from Garnet Valley High School in 1973. He attended the University of Delaware where he received his Bachelor's Degree in sociology and criminal justice. Tom earned his Masters Degree in 1984. He was an active member of Cornerstone United Methodist Church. Commissioner Carroll began his DOC career in 1980 as a Correctional Counselor, served as a Classification Officer and a Training Administrator, earned leadership promotions to Warden at Webb and Morris Community Corrections Centers, before serving as Warden at the Delaware Correctional Center (now JTVCC) from 2001-2007. In 2007, he was appointed as the first person to hold the newly created position of Deputy Commissioner, serving with Commissioner Carl Danberg, until his retirement in 2012. Tom taught Criminal Justice online through Liberty University. In his spare time he enjoyed working on classic cars and cheering for the Philadelphia sports teams. Tom was a family man who loved going on cruises and vacationing with his children and extended family at Rehoboth Beach. The family will cherish all the memories they made with him through the years.

Tom is survived by his wife of nearly 36 years, Ginger Carroll; 3 sons: Ryan Carroll (fiancée Lauren Ziegler), Daniel Carroll (Crissy), and Steven Carroll; grandson, Collin; step-father, Joseph Howes; and extended family and friends.

A visitation will be held Monday, May 11, 2015 from 6-9 PM in the Cornerstone Church, 3135 Summit Bridge Rd., Bear, DE 19701, and again on Tuesday, May 12 from 10-11 AM followed by a service in celebration of Tom's life at 11 AM. Burial will follow in Gracelawn Memorial Park. In lieu of flowers the family requests that donations be made in Tom's memory to Cornerstone Church. It is very hard for me to write this, as Tom was not only a mentor, friend, co-worker, he was also like a 2nd father to me. He got me thru a lot when I needed him and I will really miss him.

I am so very sorry to hear about your loss. Your family opened up your home and hearts to me this past summer and I will hold those memories close to my heart always. Ginger and family I so sorry for ur loss. I had the pleasure of working with Tom. He truely cared for his staff and family. He was also a good friend to me he will never be forgotten. We had lots of talks and laughs I will hold them close to my heart always. My prayers are with ur family.
