Neil Scott Clark passed away suddenly March 15, 2021. His spirit left this earth to join his feisty mother, Nancy, and his loving stepfather, Roy Parker. Born in Cleveland, Ohio, on April 30, 1953, Neil was known as "Scotty" to family and childhood friends. Proud of his Sicilian roots, Neil used his street smarts and wit to survive poverty in inner city Cleveland. He played football for Cleveland Catholic High School, using lessons learned on the field and throughout his youth to chart his life's course. Neil obtained a bachelor's and master's degree from Ohio University and found his calling in politics. Employed by the Ohio Senate Republican Caucus in the early 1980's, he devoted countless hours to help Republicans gain the majority. He was amused by the nickname, "The 34th Senator," for his efforts. Turning his passion to political consulting, Neil was a founding member of State Street Consultants, a premier lobbying firm. He later formed Grant Street Consultants, continuing to be a respected voice in politics. He wholeheartedly represented clients and enjoyed advocating for the underdog. While Neil's career accomplishments are many, what mattered most to him was family. He is survived by his loving and supportive wife, Colleen, whom he credited for making him a better man and for introducing him to healthier foods, something foreign to him. He cherished their time together, especially at the beach, and with their dogs CeCe and Demi, who appear in most family photos. Neil's greatest pride and joy are his surviving children, Mitchell Clark and Brittany Clark, who grew accustomed to meeting people who already knew all about them. Every school event, graduation and accomplishment was heralded by their proud Dad. Neil treasured family vacations, whether to Disney, visiting every state or sailing the ocean. He loved every moment with them. Neil is survived by his sister, Dennielle, her husband, Jim; his sister-in-law, Diane, her husband, Jeff; and many nieces and nephews. He was grateful for friends who faithfully kept in touch with him and supported him, especially in recent months. In his spare time, Neil made stunning mosaics that he gifted to family and friends. During quarantine, he perfected baking French bread and delighted his father-in-law, Ray Lora (Twila), with a weekly homemade custard pie. Throughout his life, Neil quietly rendered unexpected acts of kindness and generosity to strangers. He paid medical bills, bought groceries, gave money, clothing and goods to people who needed help. He rarely spoke of his generosity, preferring to save for himself and his loved ones this best part of him. His generous heart and the simple beauty of his kindness made him who he was. Neil spent retirement writing a memoir entitled What Do I Know? I'm Just a Lobbyist. In lieu of flowers, his family asks that contributions be made to Columbus Humane or Star House, a center for youth experiencing homelessness. A private celebration of his life will be held at a future time.

I knew a little about the political lobbyist, but much more about the kind and generous Neil Clark. I knew the father of Mitch and Brittany, the guy who went tent camping with the Boy Scout Troop and brought the camp kitchen. The guy who mastered campfire donuts in a dutch oven. The guy who gave a self portrait art class to the cub scout pack where l was a leader for my son and his. Loved his humor, his talent and his love for his family. As an artist myself l admired his mosaics and appreciated the hours he spent giving little pieces of glass life. This is the man l remember. My sympathies to Colleen, Mitch, Brittany, Toni and all the family and friends who knew the Neil l knew. He will be missed.

Neil Clark had the heart of a gentle lamb and the armor of a steam engine.

This gentleman loved his wife and children to his very soul. He was so proud of all three. His dogs were his babies.

Neil was the person who looked out for others and asked for nothing in return.

I will forever remember him for his dedication to those he loved and always being the best that he could be.

Neil, I hope you got a chance to use the box of tiles I gave you for one of your beautiful mosaics. We had the State House and an interest in ceramic art in common. Some entertaining political banter on FB for the past few years too. Who is now going to do the financial spreadsheets on how Ohio taxpayers and ODE are getting short-changed by the CasinoRacinos promotional free-play now? RIP Neil. My thoughts & prayers go out to Colleen,Brittany, Mitch, and to Neil´s extended family & friends. I never knew Neil very well but knew him through his connection with the Mohr family. I had seen on more than one occasion his generosity towards others. Never heard anything but praise for this well respected man. He was always so nice, down to earth, & loved his kids for sure. God has another Angel, he will be missed by many. I was glad to have known him.

In the nearly twenty-three years I served in the Ohio House, I experienced every aspect of Neil's dynamic nature. Regardless of what side of his multifaceted essence he chose to show at a given moment, his intellect and ability to go to the heart of an issue were constants. His mind WAS like a computer when it came to the dynamics of policies, issues, and politics in the Ohio Arena. Oh yes, also add people to that list. One of the reasons Neil was so effective was because he knew and understood people. He knew what made each legislator or power-player tick. He knew their hopes, dreams, and fears, and understood the world inwhich they lived. I admired Neil for his ability to rise above the circumstances of his childhood. I worked with Neil on many issues and projects during my career and loved it when he opened up to share a part of that good heart he had for those less fortunate. I think Jeff Jacobson wrote the best account of Neil in his post on Facebook. Jeff nailed it. I pray God will give comfort and peace to his wife and children. Please, God, ease the pain of their loss. It breaks my heart that I am writing about a friend who has gone too soon. May God comfort Neil in His arms and grant him an eternity of peace.

Neil was definitely a man’s man and seriously competitive, but he possessed a kind and generous spirt. To his children: your father loved you. How could someone you’ve never met say that? Because he told me so, and I remember the time and place twenty years later. Please accept my deepest sympathy and sincere condolences on the passing of your father. My prayer for you is that you not be overcome with grief and sorrow. Hold on, better days are ahead. May you find the peace and comfort needed for such a time as this in your faith and in the bosom of your family.

No greater friend could anyone have than Neil S. Clark, and we are all better off for it. God be with Colleen and the family at this time. Neil was a tremendous talent, ardent friend, funny, kind, and always willing to help those in need. He carefully developed a reputation that was really not him, and relished when people finally realized the joke was on them. So many great times, campaigns, efforts spent with a man who has been in my life since my freshman year in college. Hey, can you drive a 5 speed? What's a 5 speed? Get in, I will show you! So many lessons learned because of Neil, so many jams bailed out from or not entered into because of Neil. Being a junior member of "his boys" he gave all and got very little in return but the satisfaction of helping others. I truly loved this man, and always will. Thank you Sen. Neil S. Clark (R-34), you made a big difference in this world, so proud to have been your friend.
