Mr. Heather, son of the late Joseph Heather Sr. and Alice nee Schler, was born on October 21, 1947, in Boonville, Missouri. He received his education from the Boonville School District. On May 6, 1967, he was united in marriage to Sharon Williams at the Immanuel Lutheran Church in Washington.

In each role, Joe was known for his reliability and warm, friendly nature, forging lasting relationships with colleagues and patrons alike.
Outside of work, Joe's life was shaped by his love for baseball. From his earliest days, he relished playing the game, a passion that followed him throughout adulthood and later evolved into coaching both baseball and softball.
