Tom was born in Caruthersville, MO to Raymond and Claudia Carroll. He passed away on Oct 2, 2022 in Clovis, CA with his wife Joy by his side. The Carroll family moved to Fresno in 1932. Tom was the 5th of 6 children. He graduated from Fresno Technical High School in 1948, and then from the California Highway Patrol Academy in 1955. In addition, Tom completed courses at the FBI Academy in Quantico, VA and the United States Secret Service Training Facility in Washington DC.
Tom was a member of the California Highway Patrol from January 3, 1955 through December 31, 1983. During those years he served as a State Traffic Officer in Fresno, a Sargent in Merced, a Lieutenant at the Fresno Central Division Office, a Captain (Area Commander) in Glendale and completed his CHP career as an Assistant Chief for the Central Division out of Fresno.
While in Merced Tom taught Law enforcement classes at Merced College. Upon retirement from the CHP, Tom established a consulting practice focusing on Transportation Safety and Management in the Trucking Industry. In 1993 after selling that practice he went into the Laundry and Diaper Service business with his sons until 2000.
In 2004, he was asked back to the CHP to work part-time on a special project the California Resident/Foreign Registration (CRFR) program within the Central Division retiring again in 2008 after which Tom, Joy and Brad took off in their motorhome to see the United States.
Tom was married to Joy for 73 years. Together they had three children Linda (deceased), Thomas (Penny) and Bradley. They were also blessed with 4 grandchildren and 9 great-grandchildren.
There will be a viewing on Wednesday, October 12th from 9:30 to 10:30 AM at Farewell Funeral Service, 660 W. Locust Ave, Fresno followed by a graveside service at Clovis Cemetery at 11:00 AM.
In lieu of flowers, remembrances in Tom's name to a favorite charity are appreciated.
