Jose RAMIREZ Obituary

RAMIREZ, Jose R. Attorney Jose Rafael Ramirez, beloved husband of Cecily England, died at home on 23 September 2010 after a long illness. Born in Puerto Rico, Jose attended schools in New York before enlisting in the U.S. Navy where he served for six years rising to officer rank. Jose graduated from the University of New Haven with honors and The University of Connecticut School of Law, passing the Bar Exam in 1973. He worked as supervisor and hearing officer for the Connecticut Human Rights & Opportunities Commission while attending school and at graduation became an attorney with the U.S. Housing and Urban Development Agency. In the 1980's he was an attorney for the State of Connecticut serving as Deputy Legal Council to Gov. William O'Neill from 1983 to 1985. Gov. O'Neill appointed him Deputy Commissioner of the CT Department of Human Resources in 1985. For twenty years prior to 2004 when he retired, Jose served as the full time Corporation Counsel for the Town of East Hartford. In 1990 he successfully argued an anti pornography town ordinance case before the U.S. 2nd District Court of Appeals. For most of his career Jose lived in Bolton, where he served on the Public Building Commission and Charter Revision Commission. He taught legal research and writing and legal ethics at Manchester Community College. He was a member of The Rockville Fish and Game Club and enjoyed both freshwater and deep-sea fishing. With his passing Jose leaves his daughter, Dawn Pelazza (John) his sisters and brothers Millie Sarni (Michael), Luis Ramirez (Donna), Julio Ramirez (Robin), Lydia DeJesus, Iris Reyes (Jose), Tony Ramirez (Lucille), Peter Ramirez (Ayxta), Maria Ramirez, Robert Ramirez (Norma), Sandy Sheldon and Carmen Cruz (Frank) as well as sister-in-law, Ann England, close friends, Nino Dibiase (Anna) Lew Stein (Diane), Kevin Marquis and Clifford Marquis and many nieces and nephews. He was predeceased by his parents, Amelia Huertas and Pedro E. Ramirez and stepfather Juan Fonseca, a sister Lucia Cruz and two brothers Santos Ramirez and David Fonseca and in-laws Cecil and Lillian England, uncle, Francis Glista. Jose family wishes to thank the Visiting Nurses North Central Hospice and Palliative Care Counselors, nurses and staff, particularly Nancy Santiago, Judy Kurban and Julie Lardizzone, Doctors Ranjit Kuru and Harry Morgan, the reverends Michael P. Donnelly and Patricia Naegli, and the excellent caregivers at Crestfield Convalescent and Rehabilitation Center. Funeral services will be held Tuesday September 28, 2010 at 11 AM at the Holmes Funeral Home, 400 Main St., Manchester. Burial with Military Honors will be in St. James Cemetery. Calling hours will Monday September 27, 2010 from 5-8 PM at the funeral home. In lieu of flowers donations may be made to Visiting Nurse & Health Services Inc., (North Central Hospice) 8 Keynote Dr., Vernon, CT 06066 or a charity of the Donors Choice. Dear Cecily and Dawn,
I just saw the notice in the UConn Law Journal. I am very sorry for your loss. Jose was one my mentors for a few years at HUD. I truly enjoyed working with him. I remember a man of integrity, feistiness and a great sense of humor. He was a really good man.

I'm sorry that I only just heard about Jose's passing today, 9 months later. I'm sorry that we had not remained in close touch because I always regarded him as a friend, not merely a colleague. I know of no one who worked harder than he. I will always remember the little handwritten greetings he would bring in to "Daddy's Boss" from his beloved Dawn when he was on my staff at HUD. Belated condolences to Cecily, Dawn and the entire Ramirez family.

Cecily and family,
I was a classmate of Jose's at UConn Law School. We started 40 years ago. Jose was particularly kind to me when I had some difficult personal troubles that first year of law school. How shocked I was today to learn
of Jose's death when I received the Hartford County Bar Association's list of members who will be honored at its Memorial Service on Friday, May 27, 2011. It is good to read the warm remembrances of family and friends who have written in this Guest Book. Please accept my belated sympathy.

My love to Cecily, my Dad, and his brothers and sisters. The passing of Uncle Rocky, although understood, is devastating. I will forever remain grateful that he paved the way for those of us who followed in his footsteps. I will take him with me into the courtroom each and every day. Cecily,
Steve and I just learned of Jose's passing today and are both very sorry to have missed the services honoring him. We will always have fond memories of seeing Jose and Chico walking together. Jose was always glad to stop and share an interesting story and we wish we'd had the opportunity to get to know him better. He was a wonderful person and will be sincerely missed.

I remember the day Jose and Cecily moved across the street. They were such good neighbors and we loved their dog Ruger (remember the story about Ruger's sweater!). When I had scant people to write a recommendation letter for prospective colleges - Jose gladly wrote them for me. I will never forget that. Thank you Jose and God bless you.

I remember Atty. Ramirez from doing volunteer work for Channel 5, EH Public Access. I did camera when Atty. Ramirez would come in to talk to the council on East Hartford matters. He always took the time to talk with all the volunteers and was lots of fun. We have missed him at Channel 5. Our thoughts and heartfelt prayers go out to the family.

To the Ramirez Family,
I had the pleasure of working with Jose many years ago at HUD and remember reading many of his accomplishments while he worked as attorney for East Hartford. A very, personable, kind, polite gentleman who will be sorely missed by everyone who ever knew him. He was never too busy for anyone and he loved his family deeply and was never shy about it.
