Joesph Westbury, beloved husband, proud father and grandfather, sweet brother, and most cherished friend passed away Friday, September 19, 2025. Known for his absolute love for life and ability to recall and retell its memorable moments of unique experiences and encounters, Phil would draw out impressed reactions from his listeners as real life stories would always end with his own delightful belly laugh when he completed his narrative.
Phil's professional life included significant accomplishments that only enriched everything about him. Though, Southern to the core, he was the only family member born in Williamsport, PA on May 17, 1938. He served in the US Navy on the USS Myles C. Fox. He served as a national director of the US Jaycees during their most formidable years. He served meaningful campaign positions in the early political careers of Governors Lester Maddox, Joe Frank Harris, George Busbee of Georgia and Senator Sam Nunn of Georgia. He was appointed Area Director for Civil Defense and named by Gov Maddox to the State Democratic Executive Committee. Highly involved in the Georgia Health Care Association, Phil served many years on its board, as its president from 1972-1973 and was administrator of the year for the state of Georgia in 1982.
Phil loved the ocean which prompted him to ultimately move to Ormond Beach, FL just a few miles from where his dad, the late Rev. S.J. Westbury, was raised. This little jewel of a community became his last earthly home.
Phil is survived by his loving, devoted wife and caregiver Sherry Westbury, three children, Phyllis Elder (Jerry), Greg Westbury (Carol) and Joey Westbury. His stepchildren, Mendee Rock, Kellie Burge, Dawn Butterfield and Ryan Butterfield. His sister, Marge Hunt and brother Dr. Ron Westbury (Karen), and a host of grand and great-grandchildren. He is preceded by his son, Gary Westbury (Julie) and his brother Jim Westbury.
Phil and Sherry attended Providence Church in Ormond Beach, FL where Phil rediscovered a vibrant and substantive growth of personal faith in his Lord, Jesus Christ.
A celebration of life for Phil will be held at Tidesfall Condominium social room on Saturday, October 11, 2025 at 10 am
