Milton Starkman Obituary

STARKMAN, MILTON I., 80, of Aventura, a Federal Administrative Law Judge, passed away on November 17, 2003. He dedicated his life to his family, education, and law. He was born in New York City and received his J.D. from Brooklyn Law School, and his L.L.M. from New York University Graduate School of Law. From 1975 through 1978 he served as Judge of the North Miami Beach Municipal Court. He was elected to the Eleventh Circuit County Court in 1978, obtained senior judge status, and was designated to sit as a Circuit Court Judge. In 1994, he was appointed as a Federal Administrative Law Judge, and served the public in this role for the remainder of his life. Judge Starkman was an adjunct professor of Constitutional Law, Criminal Procedure, Legal Writing and the American Legal System at Florida International University and Barry University. In 1973 he founded the Paralegal Institute of Florida. He also established the Minor Dispute Resolution Center in North Miami Beach. Judge Starkman authored So You Want to be a Paralegal and the DUI Trial Manual for the Dade County Court judges. He was also a member of the Dade County Zoning Appeals Board and the Dade County Fair Housing and Employment Appeals Board, and served as a certified mediator. He also participated in service organizations such as Shriners, Masons, Kiwanis, and B'nai B'rith, and was a veteran of World War II, serving in the Pacific with the Army Air Corps. Judge Starkman is survived by his loving family: his wife of 41 years, Judith; his children, Judy (Frank) Pisani, Myles (Patti) Starkman, Jay (Roxana) Starkman, and Debra (David) Herman; and his grandchildren Alex, Zak, Aaron, Joshua, Kyle, Johanna, Connor, and Corinna. He is also survived by his brothers, Bernard Starkman, Jesse Starkman and his sister, Gloria Berger. In lieu of flowers, the family requests donations to Lighthouse for the Blind. Mrs. Starkman, Jay, Deb, Roxanne, David and to all the family:

I am greatly saddened to learn of Judge Starkman's passing. I have so many fond memories of being at your house, studying (and sometimes goofing off) with Deb during law school- In thinking back to what could possibly have made studying for law school exams a "fond memory", it was because of the tremendous warmth of the Starkman family, and especially Judge Starkman. He teased, joked and always made me feel welcome in the family home; regardless of the hour. One year, I was even included in the family lighting of the Hannukah candles. I was honored to have been sworn in as an attorney by this great man and will cherish the memory of that wonderful day all of my life. As often happens when people marry, have children, become employed, I didn't keep in touch as much as I would have liked, and of course, I feel great regret for this. Please know that especially now, your family is in my thoughts and prayers- Most sincerely,
