Dr. Lucille Webb

October 20, 1927 - August 25, 2024

Raleigh, North Carolina - Dr. Webb, a pioneer of civil rights and a leader in education and public health, was born on October 20, 1927, in Richmond, VA. She graduated from NC A&T with a B.S. in Social Studies and married Dr. Harold Webb, who predeceased her. To that union, one daughter, Atty. Kaye Webb, was born. Dr. Webb earned her M.ED. in Social Studies from SUNY in Oneonta, NY, and certification in administration and supervision from UNC-CH.

In 1962, her family moved to Raleigh, where she taught History at Ligon and Sanderson High Schools and held positions of department chair and then personnel administrator in the Wake County Public School System. Dr. Webb was a founding member of Strengthening the Black Family, Inc., and president of its board.

After retiring from public education in 1984, she extended her expertise as a community advocate to programs affecting all levels with local to national scope. Dr. Webb's leadership skills were instrumental in a wide range of organizations, including her roles as a Girl Scout troop leader, president of the Wake County Unit of NC Retired School Personnel, past president and member of the Raleigh Alumnae Chapter of Delta Sigma Theta Sorority, Incorporated, the Raleigh Chapters of Chums, Incorporated; Holidays, Incorporated; and The Links, Incorporated Raleigh (NC) Chapter. In 2006, the annual Lucille Webb Award was established by the National Community-Based Organization Network (NCBON) of the Community-Based Public Health (CBPH) Caucus of the American Public Health Association (APHA).

Dr. Webb was also an active member of the Healthy Mothers/Healthy Babies Coalition of Wake County; the Steering Committee of Project Awareness, a community-based mammography screening and education; NC Health Planning Commission Advisory Committee on Special Populations; NC Foundation for Alternative Health Programs, Inc.; the Governor's 2010 Healthy Carolinians Task Force, National Association of County & City Health Officials APEXCPH Work Group; NC DHHS Institutional Review Board (IRB); member of ENCORE-NC State University's Program for Life Long Learning; Wake County YWCA member of the board of directors; Member Delta Kappa Gamma Society International; and a member of Saint Ambrose Episcopal Church where she worked as a Sunday School teacher and served on the Altar Guild.

Her contributions were recognized by numerous awards, including induction in the Raleigh Hall of Fame in 2011. In 2023, she was awarded the Doctor of Humane Letters from UNC-CH and the Order of the Long Leaf Pine.

Dr. Webb leaves a legacy of love to her daughter and a host of nieces, nephews, cousins, and friends. Funeral services will be held at St. Ambrose Episcopal Church, 813 Darby Street, in Raleigh, on Wednesday, September 4 at 11:00 AM, preceded by a 10:30 AM visitation. A wake will be held on Tuesday, September 3 from 6:00 PM to 8 PM at Haywood Funeral Home, 2415 S. Wilmington Street, Raleigh.

This notation is a public acknowledgment of Dr. Webb's support for research enrichment for the Department of Public Health Education at North Carolina Central University.

As a board member for many local, state, and national organizations, she would position the department to participate in defining and resolving health conditions that remain prevalent in disparate communities.

As a university administrator, I frequently called upon Dr. Webb to present her unique perspective at university-sponsored conferences and classes. With each encounter, she would gain another cadre of admirers.

There are not enough words to express my indebtedness and appreciation to this remarkable woman.
