He was raised in Lewiston, at the end of the Lewiston-Queenston Bridge, leading to Canada. In school he excelled in soccer and academics. He attended Virginia Tech College, with a week at Woodstock, before changing majors, passing 24 credit hours his last semester.

His first job as a Civil Engineer was the Pentagon Station in Washington DC. Next he went to the oil shale CA tract in western Colorado where he met and hired (and a year later married) a warehouse foreman, Londa. He obtained his Professional Engineer's license at age 30. His job led them through 22 moves before settling the family in Marble Falls, Texas, while he spent the next ten years traveling to five more projects. A NY newspaper referred to him as "one of the foremost tunnel experts in the world" when writng an article on one of his projects which included the "last link of I-70" The Glenwood Canyon Smart Tunnel in Colorado, the H3 tunnel in Oahu, Hawaii and the Bobby Hooper Tunnel on US 71 , connecting Fayetteville and Fort Smith, Arkansas.

Philip is survived by his wife of 46 years , Londa Pollard Chandler, his children: Denver (Annie) Marble Falls, TX; Jancie Russell, Barberton, Ohio; Christopher (Marie) Blanco, Texas; Donovan (Emily) Dallas, Texas; and Dalton, Little Rock, Arkansas. His ten grandchildren: Philip (Magan), Lain, Troy, Cameron (Alyssa), Travis, Tyler, Preston, Alyssa, Jameson and Madison, as well as his great grandchildren Ariell and Jasper. He is also survived by his sister Peggy Jacobs (Howard) and brother, Jeff (Terri) as well as many loving in-laws, nieces and nephews and foster kids who will always remember a funny, loving Uncle/Dad - one who always went along with is wife's latest projects and whims, whether it was a build, one more dog, or a child who needed a home for a while. A private ceremony will be held at a later date.
