Billy Joe & I grew up together - we were neighbors from 4th grade @ Pearl Hall Elementary thru graduation @ So. Houston High School. My family lived a few houses down the street from the Willoughbys...I have fond memories of playing flag football with Billy Joe, Paul Martin & other neighborhood kids in Paul's big yard. He was always a really nice guy. My deepest sympathies to the family. Rose Deiss Wagner

Kandy,
I regret not being able to attend the services for Bill. He was a tireless and faithfull friend to those of us who worked with him at ExxonMobil. Our thoughts and prayers are with you and your family. God bless you.

Billy Joe and I go back along ways--from grade school through high school. He was a great guy and he will be missed in the hearts of the Class of 1965-South Houston High School. Also, Billy's Dad and my Dad worked together for years and years. I was so proud of Billy when he became a SWAT officer. Again, my thoughts of deepest sympathy are with his family and he will be truly missed.

My prayers are with you. I met Bill through my brother, Charlie Roxburgh. He was a special person - liking him the minute you met him. He loved his girls and shared many of their adventures. Heaven has embraced a fine man!

To Bill's Precious Family: I send my heartfelt sympathy to you. Bill was an inspiration to others. Although he was going through challenging times with his health, he never gave up and he was determined to give his best. ExxonMobil will miss his presence. May our Heavenly Father lift up your heads this day and plant His seeds of peace in your hearts. May He be your strength and your comfort.

BJ rode with me when he was fresh out of the academy. We rode unit 623, downtown. He was a fine officer and a good person. Our hearts and prayers go out to you and your family.

I was a member of Academy class #46, with the old "wildbeast". Myself, Harold Jordan, and J.W. Camp, Janet Lee, Pam Smith, & Paula, had a lot of laughs at ourselves and others. Billy was a big man with a kind spirit, and all who knew and worked with him will mourn his passing.
