Philip Carroll Obituary

Philip J. Carroll, Jr., aged 77, passed away in Houston, TX on October 6, 2014 after a brief illness.
Phil was born in New Orleans, LA on September 24, 1937, and graduated from Jesuit High School.
He received his B. S. degree in Physics from Loyola University and his M. S. degree in Physics from Tulane University. Phil enjoyed a long career with Shell Oil Company where he served as the President and Chief Executive Officer. He retired from Shell in 1998 and then became the Chairman and Chief Executive Officer of Fluor Corporation in California.
After retiring from Fluor, he was appointed the First Senior U. S. Adviser to the Iraqi Oil Ministry and was awarded the Joint Civilian Service Achievement Award for his service in Iraq.
Phil served on the Board of Regents of The University of Houston, on The Board of Trustees of Tulane University and was an Honorary Life Member of the American Petroleum Institute. He also gave his time and talents to numerous civic, corporate and philanthropic organizations.
Phil is survived by his wife of 55 years, Charlene.
He is also survived by his son Phil of Birmingham, AL, his wife Karen, and their children Phil and Grace, by his son Kenneth of New Orleans, LA, his wife Stephanie, and their children Charles and William and by his son Bruce of Atlanta, GA, his wife Gabriela, and their children Dillon and Aidan.

I worked for Phil when he was Division Production Manager at Shell's Western Division in Houston in 1975. I was fresh out of college, hired as an engineer. Everyone spoke highly of Phil.

I am years late in expressing my condolences, but I just found out that "Mr. Carroll", as he will always be known to me, passed away. I had the honor of working for him at Shell Oil when he was V.P. Public Affairs. At the time, we worked with the Natural Gas Supply Association, and he led the first grassroots lobbying campaign ever sponsored by the energy industry - to fight re-control of natural gas. We won, thanks in great part to his leadership, and the ng industry was forever changed because of deregulation of natural gas. I could write many pages about this, but bottom line, millions of consumers can thank Mr. Carroll for the lower gas prices they have realized these last thirty years because of his efforts. "Old gas" and "producer" decontrol was followed by pipeline decontrol . . . electric. . . and now we have retail decontrol beyond the citygate. That is quite a legacy!! Thank you, Mr. Carroll for letting me be part of your team. I honor and respect you always.

I am saddened that this world has lost Phil Carroll. He was a quiet man and a great man and a credit to those who knew him. I was proud to have worked for him and with him at Shell; I will always admire and respect his memory and his accomplishments. My heart goes out to Charlene and to his sons. He truly was one of the good guys.
