Nampa - Marshall Ney Brisbin, Jr. was born January 15, 1940 in St. Anthony, Idaho to Marshall Ney Brisbin and Thora Cobbley Brisbin. Marshall moved with his parents to Santa Ana, California in 1947 for one year, attending the third grade. They moved to Caldwell, Idaho in 1948 where he attended Caldwell schools from the fourth grade until graduating from Caldwell High School in 1957. He then attended the College of Idaho for one year, followed by one year at the Nampa Business College. While a senior at Caldwell High School, and turning 17 years of age in January, Marshall joined the Idaho Army National Guard in February 1957. He became a member of the National Guard 25th Army Band for seven years, playing the baritone saxophone. In order to attend night classes at Boise State College, he transferred to the Headquarters troop, 1st Recon Sqdn., 11th Armored Cavalry, as a clerk. He completed nine years with an honorable discharge. Racing the streets of Caldwell, Marshall married the carhop of his dreams, Juanita Bufford on November 25, 1960, in Caldwell, Idaho. The couple was blessed with two sons, Victor Lee Brisbin in 1961 and Val John Brisbin in 1964. Marshall worked at the Friedman Bag Company in Caldwell from 1960 thru 1968, as a warehouseman and making deliveries throughout the valley. In 1967 and 1968, he served as a volunteer police officer with Caldwell Police Department Auxiliary. On January 6, 1969, Marshall joined the Nampa Police Department as a patrolman. He attended Class #1 of the newly formed Police Officer Standards and Training (POST) Academy in January of 1970. He was advanced to Senior Patrolman following the Academy. In September 1971, he was reassigned to be the first School Resource Officer at Nampa Schools. Marshall was awarded a grant to attend the Delinquency Control Institute at the University of Southern California (USC) campus in Los Angeles, California for 11 weeks in February of 1972. During the summer while schools were out, he was assigned to a detective/juvenile officer position. During this time, he was promoted to Sergeant. A new assignment to the Selective Traffic Enforcement Team (S.T.E.P) as a supervisor began in October 1979 for a two-year period. The team worked all summer before being absorbed back into the Patrol Division. After training with California Highway Patrol, he was one of Nampa Police Department's first motorcycle officers. In 1981, Marshall was promoted to Police Lieutenant, in the patrol division, as a team supervisor. On May 4, 1982, he was selected by the Mayor and City Council of Nampa to be the Chief of Police, which position he held until retirement on January 17, 2000. After becoming the Chief in May of 1982, he was selected by the FBI to attend the 11-week course at Quantico, Virginia at the FBI National Academy, graduating from the 133rd Session. Following retirement in 2000, Marshall and Juanita enjoyed travelling together in their motorhome. They loved taking their grandchildren on camping adventures.
The couple was fortunate to enjoy fifty-seven years of a joyous marriage before Juanita passed away in 2017. Marshall spent many hours woodworking, putting together model trains, taking pictures, and studying photography. On April 6, 2019, Marshall and Julie Wiebe were married and enjoyed five years of a loving relationship. They shared a love for each other in both friendship and companionship.
Marshall is survived by his wife, Julie, sons; Victor (Lorie) and Val (Stephanie), stepdaughters; Paula Wiebe, Trisha (Joseph) Lanham, and grandchildren; Amber (Rob) Grice, Megan (Ryan) Harrison, Katie (Thomas) Miles, Haley (Josh) Prow, Jordan (Makky) Brisbin, Dylan Brisbin. Step- grandchildren, Mikayla and Kaden Lanham. Great grandchildren; Avrie Grice, Layla, Bentley, and Tucker Miles, Aiden, Kelen, and Iris Harrison, and Eli Prow.
A Celebration of Life Service for Marshall will be held on Thursday, June 13, 2024 at 1 PM a the Nampa First Church of the Nazarene, 601 16th Ave. So. with honors by the Idaho Army National Guard and the Nampa Police Department.
