Paul was born June 23, 1949 in Blackfoot, Idaho, the son of Hyrum Clifford Wray and Lorraine Chamberlain Wray.

Paul grew up on a farm and attended schools in the Snake River school district, graduating from Snake River High School in 1967. He continued his education at Ricks College. Paul enlisted in the Marine Corps and served for one year in Vietnam. After his honorable discharge, Paul went back to school at Idaho State University where he earned his bachelors degree in language arts.

He married Kris Lambert. To this union, four children were born; they later divorced. On May 28, 1994, Paul and Colleen Pfeifer were married in Lake Tahoe.

Paul grew up working on the family farm then worked as a roofer. He then worked at the state employment office. He spent most of his working life as a supervisor at the INL, where he retired.

He was a member of The Church of Jesus Christ of Latter-day Saints.

In high school, he played all sports then went on to play football at Ricks College. He loved his dogs, running and restoring cars.
