William Horin Obituary

Bethesda - William Allyn Horin, 70, passed away on July 10 surrounded by family after undergoing surgery to implant a left ventricular assist device (LVAD), a procedure he pursued with courage and hope in order to spend more time with his loved ones.

Born on August 21, 1954, in Piper City, IL, William was the son of Genevieve (Rohrer) Horin and William K. Horin. He spent his early years in Indianapolis, IN, where he worked in his father's shoe store, Youth House Shoes, alongside his brother Jonathan and sister Sarah. Summers were spent with extended family on their farm in Waverly, IL.

William enjoyed swimming, a passion sparked by time at The Riviera Club and later honed on the Brebeuf Jesuit Preparatory School swim team.

He attended Northwestern University in Evanston, Illinois, where he received his bachelor's and master's degrees in chemical engineering. He served for many years as an active member and former president of the Washington, DC, Northwestern Alumni Club.

William moved to Washington, DC, in 1976 to attend Georgetown University Law Center. There, he met his future wife, Dru Belmonte. At the time, Dru was interning for Edward W. Brooke, US Senator (MA). They were married 46 years and raised four children in Bethesda, MD.

William was a partner in the nuclear practice group at Winston & Strawn LLP for 44 years. Even after his retirement in 2023, he remained closely connected to his colleagues and the broader nuclear law community, including his leadership roles as a board member and past President of the International Nuclear Law Association (INLA).

William is predeceased by his parents and is survived by his wife Dru; his siblings Jonathan Horin (Shelly) and Sarah Reynolds (Tim); his children Colleen Lueken (Roger) of Arlington, VA, Cynthia Zingale (Robert) of Canton, MI, Adam Horin (Alex) of Chicago, IL, and Brett Horin (Anthony) of Chicago, IL; grandchildren Paul and Zoe Lueken, and by many beloved cousins, nieces, and nephews.

His funeral Mass will be October 4th 11 am, St. Bartholomew Church, River Road, Bethesda, Maryland.

Dru, just wanted you to know you´re in my thoughts and prayers. You and the family. I am so glad that I had the chance to get to know you and Bill while I was there at the Little Sisters Home in DC. You were both very kind and welcoming and though you could say we were sort of "distant cousins" it still felt like family when we got together. It´s been a few years since I´ve been back that way but I don´t forget you all. I still remember when Bill had a business trip in Denver and stopped by the Home to say hello. I am praying for you especially because I can imagine you´ve been through a lot supporting him on his journey while dealing with your own challenges. May our Lord continue to give you strength and consolation. And may Bill rest in peace. I know he will be missed. Uncle Bill, his father, was very proud of you all. Again, praying for you all, Sr Diane.

Bill was a dear friend who is sorely missed. Our condolences to his family. He was always a positive source of energy. His family supported our son while at Georgetown by inviting him over for Sunday dinner and music jams with the boys and ensuring he always had a place to go. We are so grateful to have known Bill and always enjoyed time together whether that was eating a grouper sandwich after meetings or work in the office. I´ve attached a picture Bill sent March 2023.

I had the privilege of working alongside Bill in the nuclear department at Winston & Strawn for many years. Bill was not only a beacon of positivity, but also a dedicated mentor who genuinely enjoyed helping others grow. His pride in his four children shown through in every conversation. The impact Bill had on our team and our lives is irreplaceable and he will be deeply missed.

I am so sorry to hear of Bill's passing. Thoughts and prayers for him and to his family. Bill and I have known each other for 35-40 years him, legal council for the NUGEQ and myself, a utility engineer responsible for EQ at a number of nuclear power plants over the years. He was 'one of the best' and will be sorely missed.
