FRANCIS J. "CHIP"


Age 88, of Philadelphia and Boca Raton. Passed February 2, 2019.
A leader in the modern union movement, he spent a lifetime promoting the welfare of unions and the workers they rep-resent. He served as President of United Independent Union (Philadelphia) and the National Federation of Independent Unions. He negotiated the merger of NFIU with the Laborers' International Union of North America bringing 10,000 workers into LIUNA to provide AFL-CIO rights and benefits to NFIU members. He served on the steering committee of the White House's Advisory Committee for Trade Policy and Trade Negotiations.
The fourth son (fifth child) of Vincent and Edith Chiappardi, he was born in So. Philadelphia April 15, 1930. He attended St. Thomas Aquinas Grade School and Southeast Catholic High. At age 16 he enlisted in the Army and served as a paratrooper with the 11th Airborne Division. He maintained a presence in Philadelphia until his retirement.
Loving husband of the late Adelaide Chiappardi, he is survived by daughters, Maria Chiappardi and Judith Chiappardi; step-daughters, Joan Milano, Stephanie Tauman and Micah Altman; grandchildren, Anthony Conway, James Conway, Louis Milano, Robert Borrelli and Lucy Altman-Newell; sister, Marie Contreras; longtime companion, Jan Crouppen; great-grand-children, nieces and nephews.
There will be a private Memorial for family only.
A favorite Mother Jones quote embodies his life's work: "Pray for the dead and fight like hell for the living".
