TIMOTHY DOWLING Obituary

DOWLING TIMOTHY A. Timothy Andrew Dowling was born on January 9, 1963 and passed away at home surrounded by his loved ones on April 17, 2024 after a long, six year battle with colon cancer. He fought like a warrior and never quit. He is survived by his Mother, Helen (predeceased by his Father, James); daughter, Brigid (Christian); four Grandchildren, Maeve, Margot, Myles, Riley and beloved dog, Charlie; Siblings James, Helen and Joseph (Cindy); Nieces Ione, Hannah, Olivia, Reese and Catherine; and bonus kids Lauren (Brian), Patrick and Thomas (Andreanna). Tim was a lifelong resident of the Oxford Circle neighborhood of Northeast Philadelphia. He excelled in sports from a young age, starting out at the Frankford Boys Club in the early 1970's, where he built lifelong friendships. A star running back who set rushing yards and touchdown records, he also was a standout baseball player with the Club. Tim attended grade school at Saint Martin of Tours Catholic School, then entered William Penn Charter High School in ­­­­­­­1977 where he excelled in football and lacrosse. In his senior lacrosse season in 1981, he was named a co-captain and earned First Team All-State honors at midfield. His lacrosse talents earned him a Division 1 scholarship to Drexel University where he again excelled at midfield, and was named co-captain by his teammates his junior and senior years. Tim was part owner of the Green Bay Packers, former Supervisor of Elections serving the City of Philadelphia for 35 years, and Chief Deputy City Commissioner from 2016-2022. Most importantly, Tim was a proud Dad. Brigid was his pride and joy, and he was an even prouder Pop. He was a single father and dedicated his adult life to being the most dedicated Dad. All who knew Tim knew how proud he was of his family. Words people use to describe Tim are gentleman, guy who always did things the right way, intelligent, stubbornly loyal, a guy who always showed up for you, positive, a man of faith, an "Old Frankford Cowboy", role model, fearless, and always put others before himself. If Tim was on your side, you had your back covered. Cancer robbed Tim of the life he deserved, but the lessons and memories he has left will live on forever. If you are reading this, you know your second amendment rights verbatim. He enjoyed the simple things in life and his smile was infectious. He enjoyed golfing, coin collecting and a good win at Parx Casino. We will continue his fight for a cure for him everyday. Tim is a legend, the "rarest of men." Relatives and friends are invited to his Viewing Thursday 6 to 8 P.M. and Friday 9 to 10:15 A.M. at St. Martin of Tours Church, 5450 Roosevelt Blvd. Funeral Mass Friday 10:30 A.M. Interment Resurrection Cemetery. In lieu of flowers, contributions in Tim's memory to Fox Chase Cancer Center, 333 Cottman Ave., Philadelphia, PA 19111 would be appreciated. JOSEPH A. QUINN, INC.

We were neighbors until 1976 and my parents lived at 1547 until the mid 1990s. We always admired the Dowling family. I do remember Timmy from a young boy until he left high school. He became a tall, handsome and always friendly young man. May he rest peacefully in paradise. Bless the surviving Dowling family. Ed & Kathleen McGinty (in Georgia)

I always looked forward to seeing Tim at our meetings and conferences. He was serious about his work, but after we talked about work I knew we would be able to talk about our lives and share a few laughs. I am fortunate to have known him, and my mind is flooded with memories from our not frequent enough meetings. My sincerest sympathies go out to his family and to his other family at work. We will miss you.

Timmy was such a great guy. We went to grade school together & he was a sweetheart back then just like he was up to the end. He had a giant heart & it only grew over the years. He would post pics of his beautiful daughter Brigid Ann. She was the sun in the sky. He would post pics of his beautiful grandchildren. You could see by his face how much love he had for them. Brigid was the sun & the grandkids were the moon. I knew Timmy's siblings growing up as well. His parents were the nicest people you would ever want to meet. So, from them you could see where Timmy & his siblings got their love & kindness from. He will be missed but he is with his Dad & Brian watching down on his family & protecting them. You are a Gentleman's Gentleman. Rest in Peace 76er. for Frankford Boys Club.

There will never be enough words to express the depth of sadness we all have for the Dowling family.
Mrs Dowling, Brigid, family and friends...
May you find comfort in each other during this heartbreaking time.

What I will always remember is
Timmy's continuous positive attitude and unwavering faith is what helped the warrior in him these past 5+years.

We exchanged quite a few texts, me sending words of encouragement and him telling me to keep encouraging my friend who was battling too.
No matter what, he always thought of others. If he smiled at or with you, you were lucky to be in his orbit.
I'm finding some peace knowing he is not suffering anymore.

Timothy, you will be sorely missed by us all. Fly high

I met Tim at the commissioner's office at Delaware & Spring Graden with my mom, Donna Aument, during a petition Challange in the early 90's. I needed to borrow one of his beloved books on Election Law. After that there wasn't and election cycle that went buy that mom and I weren't at DSG doing a challenge for either us or a candidate. The knowledge that Tim had will be sorely missed. I am sure that you will be watching over Bridget and the grandbabies.
To Bridget your father loved you and was extremely proud of all that you accomplished. always remember that.
