Stephen Kao Obituary

RACINE - Mr. Stephen S.T. Kao, 86, passed away Monday, April 21, 2008, at Becker Shoop Care Center. Stephen Kao was born in Jingmen, Hubei Province, China on June 8, 1921, to the late Gi-San Lee. He was united in marriage to Jean T.C.H. Tung on December 5, 1948, in Nanjing, China. Stephen had lived in Racine since 1968. Stephen received a Master's Degree in Mechanical Engineering at the University of Colorado in 1947. He then received a Master's Degree in Industrial Administration from Carnegie - Mellon University in 1961. Stephen Kao was a Professor and Chairperson for the Industrial Management Program at National Cheng - Kung University in Tainan, Taiwan from 1950 until 1959. He then worked for Blackstone Company in Jamestown, N.Y. from 1961 until 1968. From 1968 until his retirement in 1983, he worked for Modine Manufacturing Company as a Senior Project Engineer. Following his career at Modine, he was the Director of the Center for Rating the Presidents, a non-profit organization. Mr. Kao achieved great success with his work in the prediction of economic recovery and optimum economic policy in 1983 and also with his work in perfecting the presidential performance index, a mathematical method for rating performance of United States Presidents quantitatively. He also did work with Fin rolls' design and manufacturing. Stephen Kao's expertise includes working with heat transfer, fin and rolls manufacturing, operations research, quality control, and rating the president macroeconomics. Stephen Kao belonged to American Society of Mechanical Engineers (ASME), the Operations Research Society of America (ORSA), and the International Institute of Forecasters. Mr. Stephen Kao is survived by his wife, Jean; two children, Hugh (Chisa) Kao of Connecticut and June Kao of Racine; and three grandchildren, Emily Kao, Olivia Kao, and Jende Huang. His parents and two sisters preceded him in death. A private Family service was held at the Wilson Funeral Home on Friday, April 25, 2008. Entombment took place at Holy Cross Cemetery on Highway 32. My condolences to the family. I worked with Steve while he was at Modine. I remember he could never pronouce Debbie and always called me Derby. I would run into him years later out on his walks or in a store and he always recognized me and still called me Derby. I always enjoyed our conversations, he was such a brillant man. He spoke so highly of his family.
