In the early 1970s, as a Commander in the Navy's Civil Engineer Corps, I was assigned to the Reserve Construction Brigade Staff as the Brigade Training Officer. Admiral Mantel's fitness report that he wrote about me, was the reason I was promoted to Captain in 1978. Working for Admiral Mantel was a pleasure.
