Jennifer Lynn Lower Carter
Jenny was born on October 8th, 2001, at Gritman Memorial Hospital in
Moscow, Idaho. Right from the beginning we knew there was something special about her. As an infant Jenny developed several food allergies making eating a challenge, she learned at a very young age not to eat anything without asking permission first. She didn't let this slow her down, instead it taught her compassion for those with trials before most kids even knew that other kids had trials.
Jenny loved music from a young age, she went to her Aunt's band concerts at USU before she even could walk. At her baptism in 2009 her Aunt let her "play" her flute and there was no turning back, she knew what instrument she wanted to play. While she waited to be old enough to join the band, she began piano lessons and played the viola for a few years. In 6th grade her dreams came true when she joined the band and she started playing the flute. From there she learned to play the piccolo, tenor and soprano saxophone, and clarinet. But the flute remained her first love.
Jenny graduated with honors from Preston High School in 2020, her plans to serve an LDS mission were thwarted by migraine headaches so she decided it was time to get on with her life and go to college in 2022. She attended the University of Oregon, where she performed with the marching band. She met some of her best friends in the marching band, people who would become a second family to her, who she loved dearly. She graduated in 2025 with a degree in music and had plans to pursue a career as a piano technician.
On February 28th, she went on a blind date with a group of her friends from church. Her date was Billy Carter, who would become the love of her life. She fell hard and fast for the quiet young man who made her smile. Meeting Billy brought Jenny so much joy. The happiest times of her life were spent with him. The two were married November 8th in the Portland LDS temple. From the moment they married, until the moment they walked into eternity together, they were never apart. You only had to look at Jenny to see the joy shining from her countenance. Billy's love made that shine blindingly bright. It was a privilege to see them so happy together.
Jenny was a devout Christian and a faithful member of The Church of Jesus Christ of Latter-Day Saints. Her faith was the guiding force in her life, the source to which she turned for comfort, and the reason she stood out as a place of peace in a chaotic world. Jenny lived her life with the knowledge that she was preparing to return to her Heavenly home. We can so clearly picture the joyous reunion between Jenny and the grandparents she adored. We are sure she beamed with pride as she introduced her Billy to them.
Jenny is survived by her parents Thomas and Rebecca Lower, her siblings Tommi Lower, Nikki Lower, Katie (Kole) Grossnickle, Danni Lower and Emmie Lower, Her niece Annie, nephews Teddy and Thad Vance-Lower and many aunts, uncles and cousins.
We were not ready to say farewell to our Jeffy. Her light will be keenly missed, and our lives will never be the same.

William Micah Carter
Billy
Whether the world was ready or not William Micah Carter was born nearly 8 weeks early on June 8, 2000, at Maryvale Samaritan Hospital in Phoenix, Arizona. That Thursday afternoon his lifelong love affair with punctuality began. Anyone who truly knew Billy could tell you if he was early, he felt on time, if he was on time he felt late, if he was late, he felt anxious and unhappy.
Billy spent the next 11 years 11 months either dreading or trying to avoid the desert heat, making his home in Glendale, Arizona with his parents Dennis and Elizabeth Carter. He and his 3 siblings grew up thick as thieves in a way that only 4 kids born in 4 years can be. He was overjoyed to spend his 12th birthday beginning the exciting journey that awaited his family as they made their new home in
Springfield, Oregon.
Billy graduated from Thurston High School with the class of 2018. As a naturally shy, kind, and gentle soul Billy would rather swallow broken glass than start a fight in his own defense, but he was quick to stand up for family, friend, or foe alike who stood in need. He loved making people smile every chance he got, and he was a natural class clown. He was never a big fan of school in general, but Billy looked forward to going every day to see his friends. He found a love of woodworking and physics, sitting side by side with those dear friends and classmates who challenged him, pushed him to be better and helped him to become the man we all know today.
As a lifelong member of the church of Jesus Christ of Latter-Day Saints Billy love seminary- if not the early morning hour of it. He made his most lasting and valued friendships there. He made the commitment to go on a mission there. In November of 2019 he began his mission in the Tennessee Nashville mission. After returning home from his mission Billy learned how to cope with anxiety and valiantly push through day by day.
Billy was one of the hardest working people you could ever meet. He was extremely selfless and compassionate. He worked hard not just for himself, but for everyone he loved and cared about. One of his favorite things to do was spoil his loved ones. He didn't love going to work, but he loved the freedom his paycheck provided. He was the best gift giver you could ever meet. He took pride in getting the right gift for the right person not just on holidays or birthdays, but every day and especially just because he wanted to see his people happy and smiling.
Billy attended the Eugene Young Single Adult ward at church, and one day he got invited to do a blind date scavenger hunt. When Billy met Jenny, it was like the world stopped. He had met his missing piece, his other half, his soulmate. It didn't for them to become inseparable. Whenever you saw them together, their smiles would light up any room, and you couldn't help but smile with them. On November 8th, we had the absolute pleasure of witnessing our son Billy being sealed for time and all eternity to the love of his life, It was a beautiful & joyous
experience watching our shy, anxious, sweet & thoughtful boy come out of his shell after he met Jenny. Their wedding could not have come fast enough for either of them! There was no anxiety in Billy on his wedding day. He simply radiated joy, peace, & eagerness to finally be able to call his best friend & soul mate his wife. I have never seen two people better suited to each other or more in love. They brought out the best in each other from the very beginning. It was an amazing celebration that simply could not have gone better.
On Monday November 24th they were returning from a second wedding reception in Jenny's hometown of Preston Idaho. They were both killed in a tragic and heartbreakingly unavoidable car crash about 50 miles east of Bend, Oregon. We are broken and absolutely shattered by the sudden loss of two amazing people. We are so thankful that they found each other & take comfort in the fact that from the moment they exchanged vows to the moment they left this world they were never apart & now never need to ever be. Billy never missed a chance to say "my wife" with a huge smile on his face. We are so grateful for the blessing of eternal families, and the sealing power of the temple.
Billy is survived by his parents Dennis & Elizabeth Carter, his siblings Daniel, Josephine, and Andrew, his nephew Caspian, and many cousins, aunts, uncles, and grandparents.
We love them both very much. They will be missed every day, and it is hard to imagine how we will go on without them.
