Wayne Rayfield Obituary

February 1, 1934 - October 7, 2022 Wayne was born in Philadelphia, Pennsylvania. He received a BS in Mining Engineering from Lehigh University in 1956 and began his career with Chevron Oil Company of California. He later moved to the Rand Corporation, and some years later took a position as Director of the University of Wisconsin's Computing Center. He went on to spend 23 years as manager of computer operations at the World Bank in Washington, DC., before retiring in 1994 and moving with his wife Cubby to Dana Point, California.

Shortly after relocating to California, Wayne became one of the leaders of the "No Jets" campaign that successfully stopped the construction of an international airport at El Toro Marine Base. He served on the Dana Point City Council from 1998 to 2006, was named Dana Point Citizen of the Year in 2004, and served as Mayor of the City of Dana Point in 2005. He went on to serve as Director of the South Coast Water District from 2008 to 2022. He also served as Chairman of the Board of Directors of the Ocean Institute and the San Juan Basin Authority from 2009 to 2011. He was appointed by Governor Schwarzenegger in 2007 to head the San Diego Regional Water Quality Control Board. He served for many years as Board President of the Monarch Bay Association. Finally, he played a key role in community-based efforts that culminated in the recent approval by the California Coastal Commission of the Doheny Desalinization Plant.

Wayne adored dogs; everyone loved his dog stories. He loved magic; he studied it, and performed it to the delight of audiences young or old. Larger than life, literally and figuratively, to his kids and step kids and their progeny, unfailingly kind to others, no matter their station, he gave and gave of himself. Picked us up when we were down. Always available for advice on technology or construction projects. At difficult moments, on his feet or sitting down, he knew just what to say to lift others' burdens. After his distinguished career in DC came to a close, he didn't retire into an easy chair and admire the sea views. He found effective ways to fight for causes he cared about, and stepped up to serve his community in countless ways.

Wayne is survived by his wife Caroline (Cubby) Rayfield of 48 years, his sons Wayne Rayfield Jr. and Walter Rayfield, his step kids Nancy, Peter, John and Kathleen McCloskey, his twelve grandchildren, who loved him as "Pop-Pop," and eight great-grandchildren.

Cubby: I am sorry to read that we have lost that Wayne Rayfield that I admired so much. What a gift he was to Dana Point--no sleepy "small town" guy, he! Always kind and considerate and always with a smile and friendly greeting. I was glad to know him--and you. My condolences to you and your family--don't like losing the best of the best...
