Billy Joe "Chico" Carter, 59, of Niagara Falls, NY, died Monday, January 25, 2010, in Waverly, TN, following an apparent heart attack. He was born on September 30, 1950, in Butler Co., AL, the son of Eddie and Mattie (O'Neil) Carter.He grew up and attended schools in Butler County, before moving to Niagara Falls, NY, with his family in 1967. Billy was employed by the Sevenson Environmental Services, for the last 15 years as a heavy equipment operator. He also worked for the Modern Disposal and several prior jobs. But he loved to drive his big machines. And very proud of it. His parents and brother, Eddie (Eloise) Carter, Jr. were active members of New Jerusalem Revival Center, where he considered his church home. He loved and cherished family more than anything and the good times they shared, whether BBQ's, baseball games, going to their famous Lake bonfires, fishing, riding the town or just sitting in his chair in front of his house. Billy would help his neighbors cut grass, shovel or just take out the trash. He was a very kind hearted man. He leaves to cherish fond memories; a son, Michael Johnson (Carter); a daughter, Crystal Carter; a son, William Glenn Carter, all of Niagara Falls; his brothers, Troy Lee (Dorothy) Carter, Willie G. Carter, Arthur G. (Daisy) Carter, Lawrence N. Carter; two sisters, Annie G. Carter, Rose Mary (JC) Myles, all of Niagara Falls; many nieces, nephews, grandchildren, and several friends. He was predeceased by a daughter, Alisa Carter; and brothers, Melvin G. Carter and Eddie Carter, Jr. The family will be present to receive friends at 11 am, Monday, at the New Jerusalem Revival Center, 2723-20th Street , where funeral services will follow at 12 noon. Burial will be in the Riverdale Cemetery, Lewiston, NY. Arrangements by the RHONEY FUNERAL HOME.

Dear Carter Family, especially "Chico"s children,
"Billy Joe" influenced me and my family like no other. His parents and family lived 2 blocks behind my house where I grew up in N.F.. In the late 60's, during the intense time of Civil Rights, he became my friend and a friend to my family. He let me drive his car when I was just learning to drive out to Fort Niagara, came awesomely dressed up (gray 3 piece suit, white scarf, white feather in wide brimmed gray matching hat - wow what a sight walking into my house) to our New Year's Eve parties, made us laugh like crazy, and picked my mom up off the floor and made her laugh 'til she cried. When our neighborhood was being burglarized, I "know" it was Chico that "told them" to leave the Hogan house alone - and we were never bothered again. His parents and family welcomed my Aunt Virginia into their living room one time when she got all dolled up and went over w/ me to play cards. It was an amazing experience in that, about 11 people were sitting around playing and they brought her right into a game, and made her feel completely at home. (I seem to remember Jr., Troy, Arthur and Annie, being there; I could be wrong, 1967-68 is a while ago. : >))The experience changed her life.
In our lives, we like knowing others' we love are still on the earth, even if we don't see them. That's how I feel about Billy Joe. I will miss him and keep his spirit in my heart.
