On January 11th, 2025, Charles Robert Palmer began his eternal rest in the comfort of his home. Known by many names-Charles, Charlie, Chuck, P, Palms, Arnie, Chief, Dad, or Pappy-each reflected a role he embraced and a life defined by purpose, love, and service.

Son of Marcella (Gerhard) and Alfred Palmer, who came to America from Scotland to build a life and a family, Chuck graduated from Whitehall High School in 1981 and attended Lehigh Carbon Community College to study Criminal Justice. Before finishing his degree, Chuck enlisted in the United States Army, serving as a Sergeant (E-5) in the Military Police Corps and the Airborne Corps at Fort Liberty (formerly Fort Bragg) in North Carolina. One of his first notable missions as a paratrooper came in 1983, when he participated in Operation Urgent Fury, the U.S. military's effort to rescue American students at St. George's University School of Medicine in Grenada. Throughout his service, he held pivotal roles, including Traffic Accident Investigator as well as Desk Sergeant, Unit Armorer, and Assistant Squad Leader at Camp Ames, Korea as the youngest soldier ever to be entrusted with these duties at that time. While at Camp Ames, he demonstrated leadership and dedication by starting and representing the camp's 1985 Flag Football team, earning a Certificate of Appreciation from the U.S. Army Recreation Services. This recognition reflected his ability to foster morale, inspire camaraderie, and build community-qualities that defined him throughout his career.

Following his military service, Chuck remained in North Carolina and put himself through the Police Academy, launching his law enforcement career with the Southern Pines Police Department in 1987. Known for his strong rapport with residents and colleagues alike, he demonstrated steadfast commitment and courage in the line of duty, including critical moments where his quick thinking and bravery left a lasting impact. His time in Southern Pines set the foundation for the integrity and professionalism that would define his distinguished career in law enforcement.

Returning to the Lehigh Valley, Chuck began a law enforcement journey that left a profound impact on his community and peers. After brief roles with the Lehigh County Sheriff's Department and the Allentown Police Department, he found his long-term home with the Emmaus Police Department, where he served for 27 years. Rising through the ranks, Chuck ultimately became a highly respected Chief of Police, known for his humility, wisdom, and steadfast leadership. A natural mentor, he guided countless officers, instilling in them the principles of service, professionalism, and lifelong learning. Always striving for growth, Chuck continually pursued certifications and training throughout his career, setting a powerful example of dedication. Whether in quiet moments of guidance or decisive acts of leadership, his legacy of trust and commitment made a true difference in the communities he served.

In his free time, Chuck cherished the simple joys that connected him to the people and places he loved. A lifelong motorcycle enthusiast, a passion that began alongside his brother in their youth, he treasured every ride-his motorcycle being one of his most prized possessions. For Chuck, the journey was as much about the companionship as the destination. He also had a deep appreciation for seeing the world; enjoying island vacations with his family, exploring new places and cities with friends, and traveling abroad including a trip to Scotland - his fathers' homeland. Even in retirement, his adventures continued including cross-country motorcycle trips, hiking and experiencing the beauty of our National Parks, and even taking his grandchildren on their first trip to Disney World. Whether golfing, playing horseshoes, or tossing a cornhole bag with friends, he valued time spent together above all else, leaving behind a legacy of love, laughter, countless cherished memories and just as many Busch Lights.

Chuck was a man of quiet strength and unwavering integrity. A natural leader, he inspired those around him not with words, but with action. To many, he was the greatest man they'd ever known-a steady presence who would do anything for anyone, always challenging those around him to ask, "What's the right thing?" Family was everything to him, but Chuck's definition of family extended far beyond blood. To all who knew him, he was a trusted confidant, a compassionate mentor, and a constant source of support. His approachable warmth, sharp wit, and calm presence resonated with everyone fortunate enough to know him.

Waiting for him across Rainbow Bridge were his beloved dogs Smokey, Shadow and Tucker, along with the many loved ones and friends who came to rest before him. Carrying on his legacy are those who loved him most: his brothers and sisters in military and law enforcement who stood alongside him throughout his years of service; his close friends who shared in his life's journey; his close family, including his brother Al; and, most importantly, his wife, Lisa; his daughters, Amy and Megan, and her husband, Steve; and his cherished granddaughters, Cora and Eve.

Services will be held privately, however we recognize how deeply Chuck touched the lives of so many across his family, friends, colleagues, and community. To honor his incredible life and the wide circle of people he impacted, a celebration of his life will be arranged at a future date, allowing all who loved him to come together and celebrate the man he was.

For those who wish to honor Chuck with a memorial contribution, his family asks that contributions are sent to Gilbert Funeral Home, 444 Pershing Blvd, Whitehall, PA 18052. A fund will be established and directed to a cause that will reflect Chuck's influence and values.

Sending my sincere condolences to all those who knew him and loved him. I knew Chuck in his role as Chief of the Emmaus Police Department. He was a well-respected and admirable leader in our community; Emmaus was made a better and safer place to live because of his leadership. The department was lucky to have him. As a person, I found him to be kind-hearted, open-minded, honest, and humble. He was always willing to offer a listening ear and an encouraging word. He was a bright light in this world and his passing leaves it a little dimmer. I will remember him fondly.

I attended high School with Chuck at Whitehall. We were in shop classes together and ran the mile and two mile on the track team. After graduation we were both stationed at Fort Bragg during the same time frame and often car pooled back and forth on long weekends. We often crossed paths throughout our careers in law enforcement and I can´t recall a time when we didn´t share a laugh remembering times from our past, especially the fact that we were both distance runners on the track team. Chuck always had a smile on his face and was truly a class act, and an all around great guy who will be missed by everyone who knew him. My condolences to Lisa and family, may God watch over you during this difficult time.

I was shocked to learn of the passing of Chuck. I have faith that God will get you through this difficult time. He was a great coworker and you could always count on him being there when needed. Also he was a great friend. I always looked forward to seeing him at our breakfasts and he will be missed. I enjoyed listening to him talk about his latest adventure whether it as a trip on his bike or traveling to various locations with you and his children and grandchildren. When I retired I told Chuck that I thought he would make a good Chief at some time and I am glad that he had the opportunity to do so. You can take comfort in the fact that he had a positive effect on many people.

As a longtime resident of Emmaus we are so thankful to Charles for the role he had in the safety and protection of the citizens of Emmaus, as Chief of Police. I spent most of my Summers with the Palmers. Charlie and I would go down to Jefferson Street playground to go swimming. I remember the one time, it was about four or five he decided to dive off the big diving board. He ended up doing a belly flop. When he got out of the pool his belly was all red, but he had a big smile on his face.
