It is with great sadness that we announce the passing of Charlotte Cleary, age 85, on March 24, 2025, in Oakton, VA. Charlotte, a proud and long-time resident of Arlington, VA, passed away peacefully surrounded by family.



Charlotte Drucilla Wilgus was born on July 13, 1939, in Milford, DE, to Sibyl and Bill Wilgus, sharing her birthday with her mother and her oldest sister, Helen, whose fourth birthday party was interrupted by her baby sister's arrival. She graduated from Milford High School and went on to earn a degree from American University, laying the foundation for a life of public service and civic engagement.



Charlotte's dedication to her community was evident in her decades of involvement in local politics, particularly her service as Arlington County Registrar of Voters. She was a steadfast Democrat and advocate for democracy, ensuring that all voices were heard and valued. Charlotte's work in this role was a testament to her belief in the importance of every individual's participation in the political process.



A vibrant and social person, Charlotte formed lasting friendships with many over the years. She was a long-time resident of The Barkley Condominium in Arlington, where her warm spirit, sharp wit, generous nature, and always open door made her a beloved figure among neighbors and friends. Until her physical condition could no longer permit it, she was also an avid traveler. Amongst her favorite trips were the frequent continuing education trips up to New York City with her sister where they would spend a weekend of dining, museums, and Broadway shows, and the family trip to Thailand to celebrate her eldest son's wedding.



Charlotte is predeceased by her mother and stepfather, Sibyl and Willis Hammond; father and stepmother, Bill and Jean Wilgus; and half-sister Anna Jean Wilgus.



Charlotte is survived by her sisters, Helen Swanson (Carl) and Sue Betts (George); half-siblings Ed Wilgus (Jeanne), Bob Wilgus (Mary Doug), Bill Wilgus (Susan), and Viola (Chris) Hagberg; her sons Tom (Nattaya) and Bob (Sheila); and her granddaughters Aoife and Niamh, who brought immense joy to her life. She will also be deeply missed by her beloved nieces Kathy Martinez (Erwin) and Susie Friedel (Bryan), nephews Keith Betts (Patti) and Chris Swanson (Rosio), and a wide circle of cherished friends.



A celebration of Charlotte's life will be held on April 26 at 3:00 p.m. at The Barkley Condominiums in Arlington, VA. A private event for the family will be held in Milford, DE at a later date. In lieu of flowers, the family requests donations be made in her memory to the League of Women Voters.



Charlotte's legacy of service, community engagement, and friendship will continue to inspire those who had the privilege of knowing her. Her impact on Arlington and the lives she touched will never be forgotten.

Charlotte's quick wit, engaging smile, charismatic personality, dedication to democracy, and commitment to ensuring the integrity of voter records and the election process were awe-inspiring. She served as a role model for many of us in the election community. Our communications were mainly by phone as I was at the State Board and she was in Arlington. We always made it a point to connect whenever she attended a meeting or training in Richmond. Charlotte enriched the lives of many in her lifetime - I was blessed to have been one such individual. Fond memories will always keep you close at heart. Until we meet again - Love 'ya, LT

Charlotte was always peppy -- and we followed suit. She was always looking out for all of us, no matter what. And that was the truth! I loved her humor, and we all laughed when we could. She loved us! And we loved her - in fact, we still do.
