Elizabeth "Libby" Horne Capel, 69, of Nacogdoches, passed away on Tuesday, May 3, 2016, in Nacogdoches. She was born on June 1, 1946, in Longview, Texas, to James Ira Horne, Sr. and Mozelle Pool Horne. Funeral Services will be held for Libby at 11 a.m. on Friday, May 6, 2016 at the Nacogdoches Civic Center with Bro. Nathan Mayfield officiating. Interment will follow at Sunset Cemetery in Nacogdoches. Libby graduated from Longview High School and then began her college career at Stephen F. Austin State University. There, she met Charles Capel at the snack bar area. Charles soon enlisted in the United States Military and served in Vietnam. Charles was on leave for a brief time and it was then he decided to ask Libby for her hand in marriage. Of course she said yes, and Charles returned to Vietnam to finish his tour there. After his discharge, Charles and Libby were married at First Christian Church in Longview. The couple moved to Houston for work and remained there until 1977. At this time, they traveled to Nigeria, which they called home for two years before returning to Houston. In 1983, Libby's family required her and Charles' attention, so the two answered the call of duty and moved to Atlanta, Texas, in order to better serve the needs of family. Their compassionate and caring hearts carried them to do the same for Charles' family in 1995 when they moved to Nacogdoches, where they would remain. Libby lived a life of service to her family, her friends, her community, her country, and to everyone she met. For 51 years, she was a peace officer and a faithful member of the East Texas Peace Officer Association, as well as the Nacogdoches Peace Officer Association. She also worked as a dispatcher at Atlanta Police Department, Cass County Sheriff's Office, and Nacogdoches County Sheriff's office. There was not a time in her life where she was not serving others. She was the epitome of selflessness. Although her life was dedicated to others, no greater joy filled her heart than her grandchildren! They were the light of her life and she treasured every single second spent with them. Libby was kept in line very well by her best friends, Linda and Rose. The trio was referred to as the "three stooges" and wherever one was, all three could be found. Libby was known for pinching your ears when you got in trouble and she might catch you under the arm too! No matter what, you could rest assured it was done out of love. She is survived by beloved husband, Charles Arthur Capel, of Nacogdoches; son, Anthony Kevin Capel of Nacogdoches; daughter, Alicia Kaye Capel Kerss and husband, Craig, of Nacogdoches; brother, James Ira Horne, Jr. and wife, Patricia of Atlanta, Texas; and grandchildren, Sierra Nicole Capel and Colt and Clay Kerss, all of Nacogdoches. She was preceded in death by her parents, James Ira Horne, Sr. and Mozelle Pool Horne. The family requests that donations be made in memory of Libby to the Robert B. Capel Outstanding Communications Graduating Senior Award Scholarship at Stephen F. Austin State University Alumni Association, P.O. Box 6096-SFA Station, 300 East Vista Drive, Nacogdoches, TX. 75962 or to ETPOA Scholarship at P.O. Box 631052, Nacogdoches, TX. 75963. The family is being served by Laird Funeral Home. I just heard of Libby's passing. My condolences go out to all the family and her friends. Libby, I'm sure, gave that cancer a hard fight. We became closer in high school. I was the one who went with her and her parents to see her brother when he was in the service in S. Carolina (?). Libby was my maid of honer at my wedding in 1965. After that day, we lost touch with each other until one day on Facebook. We talked after she came back from M D Anderson. I am so happy that she had a great life with a great family. I know she will be greatly missed. Blessings to all.

I didn't have the privilege to know Libby,however I did know her parents. They were a great couple. I do know they
were very proud of there children.
I met her parents at Longview #610
Chapter Order of The Eastern Star.

My thoughts and immediate prayers are with Libby and her family. Libby trained me as a young dispatcher, something I will never forget. We spent countless hours together through some pretty rough times, dispatching and when she was looking out for me while I was on the road. Her support and commitment to me is something I always treasured.
