James A (Jim) Winn died on April 25, 2024 at the age of 65 after a long illness. Jim is survived by sisters Elizabeth (Bea) Winn of Philadelphia, Mary Winn of Philadelphia, Regina Brush of Collegeville, PA, and Valerie Winn of Philadelphia as well as niece Audrey Brush of Philadelphia, nephew Sam Brush of New York, NY and former wife Gail Winn of Odenton, MD along with numerous paternal and maternal cousins. Jim is preceded in death by his parents Jim and Betty.

Quick wit, intelligence, kindness, compassion and charisma described Jim, as did his passion for the law. A proud resident of the Fishtown section of Philadelphia, where Jim's sense of commitment, hard work, civic mindedness and love of the law were founded and later molded into a distinguished legal career of more than 25 years with the United States Federal government.

Jim's academic career provided him with the structure, rigor and discipline necessary for a career in the law. Like his father before him, Jim graduated from the Holy Name of Jesus Parochial School. St Joseph's Preparatory School followed, then La Salle College where he earned his BA in Political Science cum laude before earning his juris doctorate from the Villanova University School of Law.

Jim began his career at the Social Security Administration in March 1995 in the Office of the General Counsel (OCG). Jim was extremely successful in this role, and even assisted the US Solicitor General in winning a unanimous (9-0) U.S. Supreme Court decision that saved over $80 billion dollars for the federal government. He was also very successful in his more than 12 years of Federal Senior Executive Service experience in creating, expanding, and reorganizing four executive-level offices, including the Office of the Federal Reviewing Official and the Decision Review Board. Jim garnered numerous Commissioners' and General Counsels financial and honorary awards. In addition, in 2007 he earned the Presidential Rank Award "for sustained superior accomplishment in management of programs of the United States Government and for noteworthy achievement of quality and efficiency in the public service." Never one to rest on his laurels, in 2008 Jim assumed the position of Chief of Staff for Social Security Administration Commissioner. A year later, Jim became the Commissioner's Executive Counselor, a role he served until he joined the Appeals Council as administrative appeals judge in December 2010 and continued until his retirement in 2020.

Jim was a "foodie" who could quote a Julia Child recipe faster than a federal statute, was cinephile and a Film Noir aficionado, and though he appreciated music of all kinds, was a rock-n-roll trivia savant who could cite the lyrics of any song, name any band including band members past and present and listed Bob Dylan among his favorite musical artists. Jim remained a good will ambassador for Fishtown where he will be interred at the historic Palmer Cemetery alongside his parents.

Family and friends are invited to a memorial service at the Holy Name of Jesus Catholic Church (701 Gaul Street Philadelphia, PA 19125) with visitation from 9:00 AM - 11:00 AM followed by a Liturgy service at 11:00 AM.

When I was little, Uncle Jimmy was "Unca Dimmy", and that stuck even as I got older. He had a sense of humor and a glimmer is his eyes when he would pull a prank like blowing out my birthday candles before I could. He liked to be silly and I enjoyed his loving teasing. He was always generous to my brother and I. We had a special relationship. Even until the end of his days he would find ways to make jokes with me and add light to any situation. I enjoyed talking about music, baseball, and hearing his memories of growing up when he was my age. He always gave good advice and told me he was proud of me. He will be missed. Love you Unca Dimmy

Jim was a one of a kind. I will miss him greatly! I had so many great conversations with him. Incredibly smart, witty and very interesting. In addition to all of his great attributes, he was very kind and generous. A legend that will be so missed.

"No! Don´t use salt!"
I have a very fond memory of meeting Jimmy for the first time, April 24, 1987. He was welcoming and witty and I knew I was a part of this wonderful extended family a few years later when we gathered at Jim and Gail´s new home to celebrate Christmas. Good food, good wine and lots of laughter until someone spilled a bit of red wine on that nice new cream carpet. I had a solution. "No! Don´t use salt" and Jimmy lunging my way as I poured salt all over the red wine on this brand new cream carpet. Did it work? Who knows he just laughed with me on many occasions and would remind me of my fondness for salt.

Jim and I attended Holy Name as well as St Joe´s Prep together, Class of `76. I remember Mr Winn driving us to the Prep in his VW Bus on Saturday mornings during 8th grade for Pre-Prep program. Jimmy was always a good guy

Another memory I have is when I was a senior in high school and had to write a paper about the novel 1984 by George Orwell and I was so frustrated I could not think of a topic. I waited for Jimmy to come home from his job at the movie theater, which was after midnight when he arrived, and he helped me figure out a theme. I thought that was really generous.

I met Jim for 1st time 1972 when I was on vacation from Ireland with his grandmom Martha, Jim would have been about 1, Jim was full of life & fun, very pleasant & well mannered for a young lad along with his cousin Cliff, it was a pleasure to meet both of them. I was glad I had the opportunity to meet Jim a few times more in in 1975 & 1982 My deepest sympathy to my cousins Bea, Mary, Regina & Valerie.

Jim was intrepid. At the age of 12 Jim took the train from Philadelphia to our house in the suburbs one early summer morning. Only problem was, Jim forgot to tell his mother he was going, and I forgot to tell my mother he was coming to stay for the summer. They both learned of our intrigue when Jim walked through our front door when our mom's just happened to be talking on the telephone. "Jimmy's here." said my mom. "What Jimmy?' "Your Jimmy." went the exchange. After that all got sorted out, we had a pancake eating contest - the first of several that summer...
