God poured many talents into Javier Lozano and his death is devastating. Javier entered eternal rest on November 12, 2022, after a brief hospitalization. One of twelve children, he was born to Adolfo and Irene Lozano in Bakersfield, California. His modest upbringing included rising before dawn to labor in the agricultural fields, which ingrained a lifelong determination to value and respect all. From an early age he lived a principled life.

Javier earned dual degrees in Liberal Arts and Criminal Justice and served as a deputy sheriff in King City, Monterey County in 1979. He then elected to change career paths. Javier began working in the oil industry, and furthered his education to pursue business management. He earned a Bachelor of Science degree in Business Administration, and a Master of Business Administration degree from the University of La Verne. Javier held multiple certifications through the Society for Human Resource Management (SHRM).

He was a force of nature with his brilliant mind and capable ways. His guiding principles and vision were evident in his personal life and by his expertise in Human Resources, Operations and Business related assignments in the private and public sector. Notably he worked as: Corporate Diversity Consultant for Chevron, Society for Human Resource Management (SHRM) Regional Director & Director of International Programs, Human Resources Manager of City of Bakersfield, and Human Resources Manager (Learning and Development) for Aera Energy. Most recently he served as partner and senior consultant for HCRS, Inc.

His excellence in leadership and mentorship included an affinity for team building and development. Javier's commitment to improving every aspect of life was evident in his strategic Human Resources approach and by his strong presence on numerous volunteer and community boards. He was passionate about empowering others, advocating for historically underrepresented groups and lending a helping hand to women and minorities.

Upon retiring from Aera Energy in 2020, he and fellow business associates launched Human Resources Consulting Services, Inc. He continued as an adjunct professor at CSU Bakersfield, Cal Poly Pomona, and the University of La Verne where he lectured on Human Resources Management, Business Management, International Management and Strategic Business Planning. He volunteered for twenty-five years at the United Way of Kern County, served on the board for fifteen years, and recently served a second, non-consecutive term as chairperson. Most recently, he served as Vice President of Youth for Kern County League of United Latin American Citizens (LULAC). He previously served on multiple boards and local charitable committees. He was a faithful mentor to the students at Taft High School and provided sponsorship when needed. He strived to do all the good that he could do while on earth and advocated for justice, equity, diversity and inclusion. His success was surpassed only by his graceful humility; he lived out the principles he set forth in life.

Gifted at everything life had to offer, he was an ever-present, attentive dad, and a devoted husband. Upon meeting Lupe Celedon, the love of his life, a magical love story began. Their marriage overflowed with tenderhearted commitment, divine grace and selfless generosity. Their partnership powerfully impacted many individuals and organizations through compassion for others and tireless philanthropy. Javier personified integrity, encouragement, a willingness to impart knowledge, and a thirst for continuous learning. He was spiritually guided and gifted at empowering others to be the best versions of themselves. He delighted in preparing gourmet meals, was an avid gardener and thoroughly enjoyed his outdoor kitchen. Javier was beyond comparison and we thank God for his life and enduring legacy.

He is survived by his wife Lupe Celedon Lozano, his children: daughter Michelle Lozano, son Antonio Miguel Lozano, daughter Leah Camarena, son Jimmy Gonzales and fiancé Chelsea Bada, daughter-in-law Samantha Lozano and son-in-law Miguel Camarena. He is also survived by his grandchildren: Isaiah Juarez, Selena Fierro, Ethan Lozano, and Mila Camarena. Family and friends will continue to cherish his memory.

Pallbearers will be: Antonio Lozano, Jimmy Gonzales, Isaiah Juarez, Miguel Camarena, David Lozano, and Frank Lozano. Honorary pallbearers will be: Joe A. Lozano, Jaime Lozano, Oscar Raya, Dana Wilson, Traco Matthews, Gil Contreras, Robert Leal, Mark Gour, Tom Haslebacher, and David Wafford.

Services will be held on December 3rd, 2022 at Hillcrest Memorial Park and Mortuary, 9101 Kern Canyon Road in Bakersfield, California. Visitation will be held at 9:00 am followed by a memorial service at 10:00 am.
