Joyce Cooper Toomey of Annapolis, MD died peacefully of natural causes on February, 26th. Born May 5, 1938 to the late The Rev. Dr. Herbert H. Cooper and Catharine Kennedy Cooper, she spent her youth in Short Hills, NJ and Shelter Harbor, RI. Affectionately dubbed "The Queen" by her brothers, she proudly carried the title throughout her life. In 1960, she was graduated by Sweet Briar College with a B.A. in English. There she met her beloved husband of 41 years, Dr. Charles E. Toomey III on a blind date. One of her most cherished possessions was her Sweet Briar ring, which she proudly wore until the day she died. Joyce and Charley raised their family in Annapolis, MD and were active members of the community-serving at St. Anne's Episcopal Church, supporting the Rotary Club, sponsoring midshipman from USNA and enjoying The Annapolis Yacht Club. They summered in Dewey Beach, DE and took great pleasure in planning adventures on their power boat Band-It (a reference to braces on teeth) along the way collecting friends who would become family. While maintaining deep roots in Annapolis, they enjoyed a second home in Vero Beach, FL graciously welcoming friends and family and volunteering in the community. Joyce loved entertaining, education-both reading books and mentoring young learners, musical theater, animals and any child who might cross her path. She was raised in a strong Christian family and placed great importance on the sanctity of marriage, enduring faith and lasting family bonds. Joyce is predeceased by her best friend Charley in 2002, her sister Joan Rumfield in 2006 and her brother John Cooper in 2018. She is survived by her four children and their spouses: Catharine T. Gregorie(Harry) of Charleston,SC; Charles Edward Toomey IV(Sara) of Severna Park,MD; Jennifer T. Driscoll(Charles) of State College,PA; Dr. Christopher Pope Toomey(Daniella) of Lutherville,MD; her brother The Rev. Dr. Jim Cooper of Ponte Vedra,FL and most importantly 14 grandchildren who will treasure their memories of their special "Joy Joy". The family would like to thank her wonderful caregivers known as "Joy Joy's Angels": Marcia, Nachelle, Kaiwana and Jordan who took great pains to ensure she lived a full and dignified life to the end. Joyce will rest with her beloved Charley in the Memorial Garden at St. Anne's Episcopal Church in Annapolis. A burial and celebration of life will be held later in 2021. Joyce was one of the most special friends I have ever had the honor to know and love. I still can recall all the wonderful times we shared at her home in Short Hills and Rhode Island or at my home in Millburn or at the Jersey shore. We met on the very first day of Millburn Junior High and formed a friendship that lasted through all the years to come. She brought such a spark of life to our high school adventures and to all the times we shared out to dinner in Annapolis and Vero Beach. We never saw or spoke to each other that much as the years passed, but when we got together again it was as if we had never missed a day of being together. I loved her from the day I met her and love her still. She was an important part of my teenage year, as two young married couples, and even as our lives changed and became more complicated as we dealt with sick husbands, you could always count on Joyce as a friend and someone to brighten your day. After both our fantastic husbands passed away, we each went on to have lovely second chances at being happy once again and we shared those days as well. When she knew she was ill, she took the time to call and tell me how much she loved me and how much she cherished our friendship and how she wanted me to know that and carry that thought within me for all the years to come.
I never forget that last call and how we laughed over memories even through out tears . I loved her from the day I met her, love her still and will carry her memory in my heart forever. She was more than a great daughter, sister, friend, wife, mother, and grandmother. She was a woman who walked this way once in a lifetime and how lucky and blessed I am that on that path of life we walked, talked, and laughed together with each step we shared. Rest In Peace, dearest friend.

I remember the first time I met Mrs. Toomey when I was three years old. (1973) I was attending Eastport Elementary School at the same time as her youngest daughter. She walked in at the end of our abbreviated school day and asked her daughter, “Did you make a new friend today?” I even remember her daughter was wearing red corduroy overalls. She said they had to go because her brother and sister were waiting in the car.
They sure did love Elizabeth. Treated her like a queen. She was a really nice lady .
I remember Mrs. Toomey often wore unique jewelry that her daughter referred to as “jungle jewelry “ So yeah, the parents were nice. Dr. and Mrs. Toomey were nice people.

JOYCE WAS A DEAR FRIEND. SHE WAS ALWAYS SO UPLIFTING. HER PERSONALITY RADIATED THROUGH HER CARING FOR OTHERS. SHE WILL BE MISSED BY ALL WHO KNEW AND LOVED HER.

I have so many fond memories of Mrs Toomey coming to RMC with Mr Toomey to watch RMC lacrosse games. Our parents teamed up to take Chris and me, as well as our girlfriends, now spouses, out for a good meal after the games. She was one of the kindest ladies I know.
