Kevin John Moran
Kevin died March 15, 2015 following an 11 year battle with multiple myeloma. He had been residing in Raleigh, NC since June 2014 in order to be close to his new granddaughter who brought smiles to his face throughout his final months. Prior to moving to NC, Kevin lived in Portsmouth, VA for over 30 years.
Kevin was born in Manchester, NH on October 7, 1946 to Edmund J. & Catherine Hughes Moran. He graduated from Bishop Bradley High School in 1964. He attended East Carolina University on Athletic Football scholarship and served as Captain of the football team freshman and senior years. He received numerous commendations including All Southern Conference (1966, 1967) and Honorable Mention for All American from Associated Press (1966, 1967). He played minor league professional football 1968-1971 with the Norfolk Neptunes of the Atlantic Coast Football League. He was inducted in the East Carolina University Hall of Fame in 1977.
Kevin obtained a Master's degree of Social Work from Virginia Commonwealth University with a concentration in Administration. He worked with the Virginia Department of Juvenile Justice from 1970-2005, serving as a Probation Officer, Probation Supervisor, Chief of Staff, Deputy Director and Director. After retiring from Virginia Department Juvenile Justice, Kevin worked for Norfolk Dept. Human Resources as Coordinator of Juvenile Detention Alternative Initiative (JDAI) and Coordinator Virginia Juvenile Crime Control Program. Kevin served on and spearheaded numerous state and local planning committees, advisory boards, assessment teams, and was a great organizer and supporter of interagency collaboration to achieve maximum results.
His attitude of humility would not permit him to brag about his awards, recognitions, and accomplishments but there are many, some of which are listed here:

• Outstanding Community Service Award, Optimist Club of Norfolk 1989
• President of VA Directors Association 1993-1994
• Meritorious Award, VA Juvenile Justice Assoc.
• Nominated Outstanding Administrator, National Council of Juvenile & Family Court Judges
• Court Advisor/Coordinator Citizens Advisory Council
• Court Coordinator Friends of the Juvenile Court
• Chaired Committee to implement Court Appointed Special Advocate Program (CASA)
• Wrote Comprehensive Services Act program that became VA state model
• Formulated Norfolk Youth Network
• Instrumental in Bringing Associated Marine Institute to Norfolk
• Attended National College of Juvenile & Family Law Summer College
• Recognized nationally for innovation in developing best practice programs (first in state) for the following: Diagnostic Assessment Planning Team,
Intensive Probation, Intensive Parole Prototype, Restorative Justice, Mediation Services, Family Counseling Unit, Street Law Ed. Experiential Exposition,
Wilderness/Camping Program, Horticulture Program, Truancy Initiative, Community Based Approach to Delivery of Probation Services
Kevin enjoyed hiking, running, skiing, working out at the gym, reading, watching movies, maintaining his yard, and playing with his cats. He was proud of his Irish heritage and was happy to have been able to visit Ireland and see the land where his family originated.
Kevin is survived by his: wife, Sharon Hamrick Moran, daughter, Lauren Cochran (Chad), and granddaughter, Scout Cochran, brother, Brian Moran, sister Jane Hunter (Ed), uncle, John Mullen and numerous beloved nephews, nieces, and cousins.
Kevin's sense of humor, commitment to justice, and love for his family will be missed.
