Dear Patricia, I was shocked and saddened to hear of Paul's passing and wanted to extend my condolences to you and Paul's whole family. I knew, liked and respected Paul from the time we first met in CIDA's Latin America Division in 1975. We were both assigned to Barbados, though at different times, and we most recently talked when our former boss, Stan Westall, became seriously ill. Stan thought the world of Paul and was very pleased to reconnect with him during his final illness. Paul was indeed a sophisticated and sensitive presence to all of us who knew and worked with him.

Those who followed Paul in subsequent generations of Canada's foreign service owe him a debt for his leadership and his mentorship. He helped bring about an important legacy for Canada in the Americas and it was an honour to continue the work that he started. We will remember him

It is with great sadness that I learned of Paul's passing. Paul and I were friends for many years; we graduated the same year from St. Patrick's High School. I last saw him in Washington, D.C. in 2005. He was one of the most sophisticated and sensitive people that I have encountered in my life. I will miss him until my dying day. Godspeed, my friend.
