As a close friend, I´m sad at your passing, however I´m more privileged and honored to have been a part of your life for over 30 years. The impact you made on those close to you, whether acquaintance or Policeman was evident by those who chose you as their leader and mentor. I´m not sure if you were a better comedian or Policeman, but you excelled in both. Your exemplary work ethic, loyalty and dedication to duty, was a huge factor in the success and great reputation still enjoyed by the BGPD today. Ray it was an Honor to have known you an occasionally worked with you. You definitely are one of the southeast area OG coppers. We had many of good times working Gang Task Force narcotics and several different criminal investigations. The Southeast area was very lucky to have such a skilled police officer an supervisor like yourself. You definitely set the scale for others to follow. Rest in peace my Brother in Blue you´ll be missed but never forgotten my Friend.

My name is Benjamin Sotelo. I started my career at Bell Gardens PD. I left but like many before me the HUB beckoned me so I came back. There is something about BG cops that makes it a special place to be a cop. Ray was one of those special cops. I had been back maybe a week or so and was at the scene of a shooting. As he´s walking down the dark driveway, I hear this cop saying a few choice words about a certain Fred Freeman. I didn´t know the cop or who Freeman was. But I could tell this cop did not exactly care much for Freeman. I introduced myself to SGT Ray. His welcome back was, why the hell did you come back to this _ _ _ _ hole! I liked him immediately. Ray was the kind of cop I was accustomed to. Cops that seldom held back their thoughts. And Ray can never be accused of holding back his thoughts. I knew I was back home. Ray is home now with our Lord. No doubt saying what´s on his mind. Rest In Peace Brother...

Ray,
If there was any better example of our interactions, I should have known at our first meeting. Loud, entertaining, a little scary, and most of all, educational. You always encouraged us to do our best and get into things, even if we did not know what we were utterly doing at the time. The yelling after we would bring you an overflowing bag of crap was loud, entertaining, a little scary, and most of all, an educational experience I would always fear but more so welcome. Your way of scolding us for getting too deep into whatever shenanigans we were involved in was always well-deserved. But, the way you always would put your arm around us once you were done yelling and say, "Okay, Bub, this is how we fix this." was your true love for us, the career, and leadership showing through.
I loved coming to work; knowing your love of the career and what we did for people encouraged me to continue to learn our craft and do a better job. It has left an impression that will last a lifetime and one I hope to pass on to those I lead. I'm grateful for your guidance and encouragement along the way. I'm thankful for the crazy memories of all the shenanigans we would get into.

I can only say that I love you. I´m so grateful that I was able to be there holding your hand as you took your last breath. While you were still responding to our questions I asked you if you had talked to my Joey, and you shook your head yes. I asked if you were ready to go and you shook your head yes. I love you and I know that loosing Joey took the life right out of you. I will miss you but I know you are where you wanted to be. I hope you and Joey are getting into trouble up there....love you dad!
