Robert Gene Kiggans, 75, of Mount Pleasant, South Carolina, husband of Penny Weekley Kiggans entered into eternal rest Friday, August 31, 2018 surrounded by his family at home. His funeral service will be held Sunday, September 9, 2018, in Summerall Chapel, The Citadel at 1:00 p.m. Entombment following will be in The Citadel Bell Tower. Arrangements by J. HENRY STUHR, INC. MOUNT PLEASANT CHAPEL. Bob was born on April 14, 1943 in East Liverpool, Ohio. He was the younger brother to Jon Kiggans and the son of the late Harry Leroy Kiggans and Margaret Blackwood Kiggans. He graduated from Wellsville High School in 1961 where he was a letterman in football, basketball, and track. He was inducted into the Wellsville High School Athletic Hall of Fame. He married his high school sweetheart at Wellsville Central Methodist Church shortly after he graduated from the Citadel, Class of 1965. There he was a three-year letterman in basketball and co-captain his senior year. He received Gold Stars and made the Dean's List on several occasions. Bob spent twenty years in the US Air Force and retired as a Lieutenant Colonel. While with the Air Force Strategic Air Command, Bob was a Radar Navigator on the B-52 Aircraft flying over 150 combat missions in Southeast Asia. He received several decorations including the Defense Superior Service Medal, Distinguished Flying Cross, Meritorious Service Medal with one Oak Leaf Cluster, and the Air Medal with one silver and four bronze Oak Leaf Clusters. He obtained his Masters of Science with Honors Degree from the Air Force Institute of Technology. He had over thirty years of experience in advanced computer and product data technologies, program and technical management, manufacturing technologies, and command and control systems. Bob served as the Vice Chairman of the Board of International TechneGroup, Inc., on the ASM International Council of Advisors, and on the Citadel Engineering Advisory Board. He was previously the Chief Operating Officer of SCRA and President of its Federal Sector. Bob was the first President and CEO of Advanced Technology Institute and General Manager of PDES, Inc. Prior to that he was Vice President of SCRA and Director of the Advanced Technology Group and the Director for C3I Advanced Systems at Cincinnati Electronics. He was Deputy Director at Defense Advanced Research Projects Agency before joining Cincinnati Electronics. Bob was appointed by the U.S. Department of Commerce as the United States Head of Delegation to the Intelligent Manufacturing Systems program and later became the Chairman. He was a Research Fellow with the National Institute of Standards and Technology, a former senior member of the Society of Manufacturing Engineers, and a Tau Beta Pi Eminent Engineer. He was awarded the prestigious International Leadership Award by the American Society of Mechanical Engineers for his outstanding leadership in furthering the discipline of computers and information in engineering. Bob served as the initial Director of the Ronald E. McNair Aerospace Center at the University of South Carolina. He served as the Chairman of STEM Premier in South Carolina, was a recipient of SCRA's Knowledge Economist Award in South Carolina, and he was inducted into the Academy of Engineers as a 2018 Honoree of The Citadel. Bob never met a stranger and lived life to the fullest. He enjoyed serving as a mentor to students and business professionals. His favorite pastimes included playing tennis at Snee Farm, watching his grandchildren swim and play soccer, attending sporting events, Thursday morning breakfasts with his friends, traveling, and spending time with his family. He is survived by his wife of fifty three years, Penny Kiggans of Mount Pleasant, SC and their three daughters, Colleen Lawler (Paul) of Mt. Pleasant, SC, Amy Kiggans of Indianapolis, IN, and Kelly Simon (Scott) of Mount Pleasant, SC; brother, Jon Kiggans (Ann) of Saint Petersburg, FL, and six grandchildren, Hannah, Kaleigh, Robert, Mia, Sloane and Cameron. I grew up in Wellsville and lived a few blocks away for most of my youth. I graduated in 1955, a year or two ahead of Jon. Many pleasant memories of both boys...they were good guys. Please pass on my condolences to Jon and to Bobs family. I lost my sister Linda two weeks ago. Best wishes,

I just learned about the passing of a great person. Anyone from Wellsville who lived in the town from mid 20th century knew and liked the Kiggins family. My memories of Robert are many but I mostly remember his days on the basketball court. He made me a better player. When he was a senior I was a goofy but growing sophomore, his stature as a player was to win with honor. He was a gentleman with class. I can really feel the loss.

In the ten years we worked together at SCRA, I found Bob to be an excellent manager, particularly adept at business development and negotiation. More importantly, he was a leader. He hired good people and let them have the freedom to excel. He truly cared for his people and they knew it and respected him. Many ATI associates received our first business exposure from Bob, as he hired quite a few of us following our military service. His patient, friendly manner established a welcoming environment-- at one point Bob was responsible for having over 700 years of combined military experience at what was then a small ATI team. He set the benchmark for how a boss should be: firm, fair, consistent, compassionate, caring, engaged. I recall him dropping by on my first day, chatting with me about my family and commenting that he looked forward to me 'personalizing' my office. giving it a sense of permanency. He taught me a great deal and I use 'Bob-isms' in my daily work activities. It is fair and easy to say that Bob made a difference in life to so many-- we miss him already.

Dear Robert,How lucky we cousins were as kids. I remember especially the summer vacations at Guilford Lake playing games, swimming, racing for the outhouse, checking to see if "horse corn" was good to eat. Do you remember the day we buried the butterfly? We gathered rocks and flowers and with tenderness and prayers we placed it in its final resting place. Silly rough-housing cousins who took time from our play to do this kindness It is my favorite memory of all those summers together. To you and your family I send my love and prayers. I first met Mr. Kiggans at his granddaughters' swim meet. He was a wonderful supporter of his granddaughters Hannah and Kaleigh and attended most of their summer league and high school swim meets as well as travel meets for yearlong swimming. My daughter Sophia was a regular at his house when he and Penny would have the swim team girls over for parties or get togethers. He and Penny are always so sweet and welcoming. He was a devoted father and grandfather and loved his wife and family more than anything. We often talked about the Air Force.... since being an Air Force Brat was my life for 21 years. His passing is heartbreaking and he will be greatly missed by everyone he touched.

More than ten years ago, Bob introduced himself and Penny at a home basketball game. I enjoyed sitting near the Conroy teammates. When I couldn't master the complicated Kiggans handshake, Bob compromised with a simple fist bump that I looked forward to, season in and season out. Bob gave me my first job out of grad school...I think it helped that I was a Citadel grad! I remember being intimidated when I first entered his office for the interview...he quickly put me at ease with his (awesome) humor and kind demeanor. Working for ATI, and thus Bob, as my first career position gave me a great start and I took away so many lessons that I have continued to lean on during my life and career.
