She was preceded in death by both parents; paternal Grandparents Katherine and Daniel Chinier; and maternal Grandparents Arlena and Lee Cowart Sr. Roxanne graduated from Emerson High School in Gary, Indiana June 1980. She served 2 tours of duty in the United States Navy from September 1981 until September 1989 and was Honorably Discharged. First tour in Pearl Harbor, Hawaii then San Diego, California both tours as Engineman Third Class (EN3).Roxie leaves to mourn 3 sisters, Kimberly Rodgers; Jacqueline Russell and Susan Chaney. 2 nephews, Eugene Russell Jr. and Trent Chaney, 4 nieces, Talisha Townsel; LeVeda Standifer; Tarina Butler and Terra Chaney.
