Ruby Marie Giliam, age 99, of Minerva, passed away on Thursday, February 17, 2022. Ruby was born to Ullysses Simpson and Racheal Virginia (Craft) Craft in Neon Kentucky on November 12, 1922, two years after women won the right to vote in the United States.

Ruby grew up during the Great Depression. She attended Lees College in Jackson KY to earn a teaching degree and had taught school for 6 years in Kentucky. While in college, she met Darwin Cawdill. They were married just before he enlisted in the Army. Cawdill was killed in France in 1944 shortly after D-Day. When he died, Gilliam left her teaching job and enlisted. She served her country as part of the Navy Waves during WWII. She still got emotional whenever remembering when she put that uniform on as it was “The proudest day of her life.” While stationed with the WAVES in Washington, she met Charles Gilliam, a Marine who served at Guadalcanal. They married and moved to Minerva, a small village close to where his family lived.

When settling in Minerva, Ruby first worked with computers for the steel industry. She later worked for several years for the State of Ohio State Treasurer’s Office when Mary Ellen Withrow was the Ohio Treasurer. She also served as the Director of the Carroll County Board of Elections. Ruby had served as the President of Women in Military Across the Nation. She was also a member of the American Legion Post 357 and the VFW Post 4120 in Minerva.

Ruby was very involved in politics. She grew up in a home that was politically split, but she has always been a Democrat. Ruby was a member of the Ohio Democratic Party; Chairman of the Democratic Central Committee for 35 years; and President of the Federation of Democratic Women. After her children were adults, Ruby began seeking a seat as a convention delegate. She attended eight Democratic National Conventions. Her first one was in 1988. In 2016, Ruby along with Clarissa Rodriguez of Texas took the stage and led the delegates in the Pledge of Allegiance. The two women were the oldest and youngest delegates at the DNC that year. And at the time, Ruby stated that she was not going anywhere just yet and planned to be a delegate for the 2020 convention and beyond.

Ruby is survived by a daughter, Rachel Wilson of Dayton; a son, William Gilliam of Minerva; granddaughter, Leticia Simonoff of Sacramento CA; grandsons, Douglas Campbell of Cambridge, Charles Campbell of Dayton, and Justin Gilliam of Minerva; Great-granddaughter, Madison Campbell of Cambridge; Great-grandsons, Anthony Eves of Phoenix AZ, Mason Campbell of Cambridge, and Vincent Gilliam of Minerva; and a Great-great granddaughter, Jordon Eves of Phoenix AX.

In addition to her parents, Ruby was preceded in death by her 1st husband, Capt Darwin Cawdill; her second husband, Charles Gilliam; a son, Charles William Gilliam Jr; four sisters, Tracy Cordeilia Allen, Mary Eva Webb, Virginia Mae Evarangiel, and Marcella Craft; and four brothers, William Nathaniel Craft, Thomas Nixon Craft, Curtis Grant Craft, and Joseph Ezra Craft.

Funeral services will be held at the Minerva United Methodist Church, 204 North Main Street, Minerva Ohio, on Wednesday, February 23, 2022, at 11 AM with Rev. Scot Racut of the Minerva United Methodist Church officiating. Burial and full military honors will follow at East Lawn Cemetery. Visitation will be held on Tuesday, February 22, 2022, from 6:00 PM to 9:00 PM at the Minerva United Methodist Church.


In lieu of flowers, memorial contributions in memory of Ruby may be sent to Northeast Ohio Women Veterans Unite 21 (formerly WAVES) payable to: NEOWV 21, c/o Unit Treasurer, 3664 Brinkmore Road, Cleveland OH 44121-1340.

I first met Ruby when I joined the Federated Democratic Women of Ohio in 1999. What an inspiration. She lived her Democratic principles, always ready to share ideas, encourage women to run for office, a kind word for everyone. She never met a "stranger". Ruby exuded a pride in her country and found an impactful role in her service to it in many ways. She was extremely proud to have “put on that uniform” and serve in the WAVES fulfilling an obligation only she could feel after the loss of her first husband and brothers during WWII. That pride continued as she represented women veterans and advocated for all Veterans.
Ruby made an impact on all of her veteran sisters in service and in memories. She will be profoundly missed by the women of Northeast Ohio Women Veterans Unit 21 of Military Women Across the Nation formerly known as WAVES National

I met Ruby at my first election conference in 1994. I was 25. She wasn't, but she had so much energy! She had us up all night the first night dancing, playing cards and laughing. The second night, I was dead on my feet. She said, "You're not going to let an old grandma put you to shame, are you?" I laughed so hard that night. She was such a spark! She could always light up a room with her positive energy.

She exhibited tenacity, class, humor, wit, patriotism, and she was a true inspiration for many to serve their community, state, and country. Oh my goodness what a wonderful feisty woman!! My appointments at Hair Etc. were the same time Ruby’s were; my Dad would go with me just so him and Ruby could talk politics❤ DEMOCRAT BLOOD ran through their veins Those were some lively conversations!!!
Also, remember her at church @ The Church of God in Amsterdam. My parents and Ruby were in the same Sunday School class, such a lively bunch. Between my Dad and Ruby there were some lively discussions in that class♥ Precious Memories
