Sandy was born on May 13, 1949, in Madera, California, and passed away peacefully on March 22, 2023, in Kingwood, Texas, after living with emphysema for many years. Sandy was born to Delores Ann Cook Fowler and Melvin Ray Fowler and had one sister, Jackie Carol. Sandy spent her early years in Greeley, Colorado, before her mother married Wallace Noel and had her siblings, Larry Dean, Michael Lee, and Cathy Renee. Sandy graduated from Arkansas City High School in Ark. City, Kansas, in 1967 and married Don Thompson before having two daughters, DeAnna Lynne and Cheri Christine. Later, Sandy married Arlen Winter and they moved the family to Arkansas and were married for 23 years.

Sandy is preceded in death by her daughter DeAnna Ackerson and sisters, Jackie Moore and Cathy Markley; she is survived by her parents, Delores Noel and Wallace Noel; brothers Michael and Larry Noel; daughter Cheri Svagerko, son-in-law Keith Svagerko and granddaughter Sydney Ann; son-in-law Joe Ackerson, granddaughter Amanda Jo Ackerson and great-granddaughters Jasmine Marie and River Shyann; and other loving family.

Sandy lived life making life-long friends and used Facebook to reconnect and make new ones. She loved fun clothes, jewelry, and shoes and was always stylish. An avid card player with friends in her 30s and 40s, she returned to playing cards and learned Mahjong in retirement, enjoying Maumelle Senior Center throughout the week and family games when visiting Colorado and Texas. Sandy loved seeing new places, traveled with her sister Jackie on cruises, and took driving trips to see family and friends alike. Most recently, she loved visiting Texas for several weeks throughout the year to see daughter Cheri and family and taking her great-granddaughter Jasmine on weekly drives, lunches, and to her church home of Mayflower First Baptist Church.

Sandy leaves behind a loving family and strong friendships and is now reunited with loved ones gone before her. Her final resting place will be near a family-loved location, Estes Park, Colorado. Missed and loved and treasured is the sweet person called Daughter, Sister, Mom, Aunt, Grandma, GiGi, and Friend. We'll see you again.
