Thomas Jones Obituary

Published by Legacy Remembers on Aug. 12, 2025.
Thomas Steven "Steve" Jones, 66, passed away on July 31, 2025, in Conroe, Texas. A devoted public servant, nature enthusiast, and beloved family man, Steve left an indelible mark on the communities he served and the lives he touched.

Born on October 18, 1958, in Fort Worth, Texas, Steve grew up with a deep appreciation for music, motor-sports, and the outdoors-passions that would remain central throughout his life. He graduated from Round Rock High School before earning a Bachelor's degree in Business Administration from the University of Texas at Austin.

Steve dedicated over four decades of his professional life to public service as a city manager for Pflugerville, Lakeway, and Jonestown. His leadership was instrumental in shaping these cities into vibrant and sustainable communities. Among his most impactful accomplishments was the development of Lake Pflugerville-a visionary project born out of one of Central Texas's worst droughts. This reservoir now provides water to tens of thousands of residents and stands as a testament to Steve's foresight and commitment to community welfare.

Steve found his greatest professional joy in developing city parks, trails, and walkways. His love for nature and dedication to creating safe spaces for community recreation are evident in every green space he helped bring to life. These projects reflect not only his professional expertise but also his personal passion for the outdoors.

Outside of work and service, Steve embraced life with enthusiasm and curiosity. He inherited his father's musical talent and could often be found playing guitar by a window and a cup of black coffee. A thrill-seeker at heart, he enjoyed dirt biking, jet skiing, zip-lining-"anything fast enough to do something stupid on," he would say with a wink. Golf brought him camaraderie and peace; hiking trails offered him peace-except for the cedar trees.

Steve was known for his unwavering integrity and strong ethical compass-qualities that earned him deep respect among colleagues and community members alike. His gentle spirit and compassionate heart extended beyond city hall; alongside his wife Dena Largent, he volunteered at Lifelong Friends animal shelter. Though once indifferent to dogs, Steve became a devoted "dog person," offering both time and support to animals in need.

Steve is survived by his loving wife Dena Largent; daughter Rae Jones; sister Debbie Perry; and brother-in-law Marc Perry. He was preceded in death by his parents, Tom and Rose Jones.

Remarks from his wife, Dena:

Meeting and marrying Steve was one the best things that ever happened in my life. He was my partner, lover and very best friend. Together we faced life's troubles, and celebrated life's victories and joys. The adventures we shared and time spent was some of the happiest of both our lives. I was truly blessed to have been able to share my life with him . Though our time was cut short, my love will last forever.

Remarks from his daughter, Rae:

My father was my guiding light, the calm within the storm of life's many challenges and my greatest protector. I can't count all of the lessons he taught or quantify their value, they are immeasurable. His love and support, endless. His presence, my happy place. I will carry his love with me for the rest of my days, and know he guides me still.

Steve's legacy is one of love, kindness, and service. May his memory continue to inspire all who had the privilege of knowing him.

My condolences to Steve's family.
I first met Steve in the early days of Pflugerville´s growth, when he came on as Assistant City Manager and later stepped into the role of City Manager. From the start, I admired his steady hand, sharp mind, and gift for turning ideas into results.
Steve had a way of seeing what a growing city would need before most people even realized it. He played a key role in creating and shaping many of the departments we now take for granted-Parks and Recreation being the first. He was instrumental in getting the Pflugerville Community Development Corporation up and running, laying the groundwork for the city´s economic growth.
One of Steve´s greatest achievements was securing the city´s long-term water supply. He studied every possible option, evaluated each one, and recommended the path that would lead to the creation of Lake Pflugerville. That decision not only ensured safe, reliable water for residents-it also gave the community a place for recreation and connection that will be enjoyed for generations.
I am sure Steve was proud of seeing Pflugerville recognized as one of the best places to live in the United States and as the Trail Capital of Texas.
He had a dry sense of humor that could cut through tense moments, and I learned a great deal from him over the years. We were fellow warriors in those formative times. I´m grateful for the experiences we shared. I am also grateful we reconnected a few years ago, though I regret that we never managed to meet up at a blues festival somewhere for music and conversation.
Losing Steve feels like losing a part of myself. But I take comfort in knowing that his work-and his spirit-live on in the streets, parks, water, and heart of Pflugerville.

Steve was not only my City Manager, but a friend. We kept in touch on Facebook. As an Officer, Steve supported me on many things in my line of duty. Steve was a very good person and cared for his family, friends, and all that he served. Steve always had a kind word and made time for me whenever I stopped in. May Steve rest in peace.
My condolences and prayers to you Dena & Rae.
