Timmy and I went to school together. We lived in the same neighborhood growing up. Tommy was my brothers best friend and Theresa was mine. Timmy was a quiet and sweet soul. I'm so proud of what he did with his life. Many in our neighborhood did not do as well. I remember our talks waiting for the school bus. He was a good friend. I'm so sorry, for he will surely be missed. However, I'm confident we will see him again in heaven.

I send my Condolences to Lori and family. We only spent a little time with the Blacks when our kids were little. The memories last forever.
We know how passionate he was with Lori, his kids and oh yes the police car. We always enjoyed our get togethers. Heaven truly gained another angel.
We were truly blessed to have met the Black family.

I remember Tim always having a smile on his face, no matter his circumstances. We would run into each other frequently in the hospital hallways, the cafeteria, and most often we'd see each other at Planet Fitness in Westminster. Tim was always so kind and positive. The first thing he always want to know was how I was doing. He will be missed. Prayers to his family during this difficult time.

Tim was a wonderful young man who was loved by all. Tim's Mom and I worked together for many years so I really got to know the whole family they were one of the best families I ever got to know Tim loved his Dad n Mom. Brothers n Sisters.He Married n had a wonderful Wife .Children n Grandchildren. A man's life was to short. God needed one good man n took Tim home. Tim may you rest in peace.

Tim was a great Police Officer and a great man. I first met Tim whe he was a cadet and had the honor of serving with him at HCPD for some 20 years. Terri and I even bowled with Tim and Lori on a duck pin team Tim. Always a friendly, pleasant man. He will be missed.

Tim was a great policeman and an even better person. He always exuded what I thought a policemen should look and act. He was an old soul who always made those around him welcome yet held a high standard. I took for granted his passion for police work and always enjoyed and expected his contributions to our department. Tim poured his heart and soul into the 50th HCPD anniversary and I have a cherished photo with me and my partner in front of the `57 patrol car. I can´t remember what rank Tim was when I began my career but it mattered little because he was a leader. Tim´s bearing made the case that leadership is not a rank. Any room, meeting, or scene that you encountered Tim he commanded his presence in a down to earth and easy going manner. He exuded that you manage things and lead people.

His legacy is that he left HCPD better than when he started and a family that live his legacy. Our prayers for the Black family. God bless.

I met Tim at the police academy. We were young and enjoyed a good friendship. Tim was one of the most respectful officers I´ve ever worked with. It was nice to see him meet and marry Lori. Surprised to hear of his passing and saddened by the news. My prayers to the family.

Tim and I met at 6 years old. We went to St. Charles together, Woodlawn Sr High together and Catonsville Community College. We stayed close since the day we met. He wasn't only my best friend he was a brother. My kids know him as Uncle Tim. My heart is torn from my chest. Tim, I will miss you every single day. You helped me through so many bad times. Laughed and enjoyed so many good times. I'm not sure I know how to navigate through. You were the one I called when things were bad. We went to 34 straight Hershey AACA car shows. At this point I'm not sure I can make it to Hershey this year. Tim I love you and you will forever be in my heart. Until we meet again.

I first met Tim at the Howard County police dept. what I noticed about Tim and found to be true through the years was that Tim was always there to help someone. He was truly a rare breed and left his mark on many of our hearts and minds.

I will always remember Tim as a friendly and easy going guy. He always had a smile on his face as he made his rounds at the hospital, checking in and keeping everyone safe. He was so kind. I truly appreciate his diligence and professionalism in his role as head of security.
Please accept my prayers for peace and my deepest sympathy. I know Tim will be missed by all who had the pleasure of knowing him. What a wonderful legacy he leaves behind!
