Timothy Paul Black, 60, of Manchester, Maryland, was called to his heavenly home on April 5, 2024. Born on August 6, 1963, in Baltimore, he was the beloved son of Elizabeth Marie Black and the late Thomas Black Jr. Timothy, who preferred to be called Tim, was a steadfast parishioner of St. Bartholomew Catholic Church, where he lived out his faith with humility and devotion.

Tim received his early education at St. Charles Catholic School, followed by Woodlawn High School, and furthered his studies at the University of Baltimore. His commitment to public service was exemplified through a commendable 30-year tenure with the Howard County Police Department. He began his career as a cadet, courageously served undercover in local high schools, and later patrolled Ellicott City as a police officer. Tim's dedication to his community continued as he became a K9 handler and eventually ascended to the ranks of Sergeant and Lieutenant. His passion for history and service was evident in his restoration of a 1957 Chevrolet Police Car and his instrumental role in founding the Howard County Police Museum and Voluntary Mounted Unit.

Following his retirement, Tim remained active in community service, joining TROTSAR Mounted Search and Rescue and contributing to the safety of many as the Director of Security at Carroll Hospital Center.

Tim was a man of many interests, including horseback riding, motorcycle riding, camping, hiking, and the restoration of classic cars and motorcycles. He took great pleasure in attending car shows, researching family history, collecting police memorabilia, and participating in Civil War reenactments. Above all, Tim cherished time spent with his family, watching his grandchildren grow, and vacationing at the family cabin.

Tim's legacy of love and kindness is carried on by his wife Lori Black; his mother, Elizabeth Marie Black; his daughter, Brianna (Mike) Burchett; his sons, Brendan Black and Keenan (Rebecca) Black; his grandchildren, Jaxon and Noah Burchett; and his siblings, Thomas Black 3rd, Theresa Hawkins, Stephen Black, Kathleen Boone, and Frances Byan.

The Black family invites friends and relatives to join them in a solemn farewell to Tim. A Funeral Mass will be celebrated on April 20th at 11:00 AM at St. Bartholomew Catholic Church (2930 Hanover Pike, Manchester, MD 21102), with interment to follow at St. Bartholomew Historic Church Cemetery (3071 Park Avenue, Manchester, MD 21102). A gathering to honor Tim's life will be held from 2:00 PM to 5:00 PM at Shauck Auditorium in Carroll Hospital Center (enter through Cancer Center at 291 Stoner Avenue, Westminster, MD 21157).

In remembrance of Tim's life, the family asks that any acts of kindness be made in the form of donations to Lymphoma Research Foundation and or Mass Cards that reflects Tim's generous spirit and commitment to community.

Timmy and I went to school together. We lived in the same neighborhood growing up. Tommy was my brothers best friend and Theresa was mine. Timmy was a quiet and sweet soul. I'm so proud of what he did with his life. Many in our neighborhood did not do as well. I remember our talks waiting for the school bus. He was a good friend. I'm so sorry, for he will surely be missed. However, I'm confident we will see him again in heaven.

I send my Condolences to Lori and family. We only spent a little time with the Blacks when our kids were little. The memories last forever.
We know how passionate he was with Lori, his kids and oh yes the police car. We always enjoyed our get togethers. Heaven truly gained another angel.

I remember Tim always having a smile on his face, no matter his circumstances. We would run into each other frequently in the hospital hallways, the cafeteria, and most often we'd see each other at Planet Fitness in Westminster. Tim was always so kind and positive. The first thing he always want to know was how I was doing. He will be missed. Prayers to his family during this difficult time.

Tim's Mom and I worked together for many years so I really got to know the whole family they were one of the best families I ever got to know Tim loved his Dad n Mom. Tim was a great policeman and an even better person. He always exuded what I thought a policemen should look and act. He was an old soul who always made those around him welcome yet held a high standard. I took for granted his passion for police work and always enjoyed and expected his contributions to our department. Tim poured his heart and soul into the 50th HCPD anniversary and I have a cherished photo with me and my partner in front of the `57 patrol car. I can´t remember what rank Tim was when I began my career but it mattered little because he was a leader. Tim´s bearing made the case that leadership is not a rank. Any room, meeting, or scene that you encountered Tim he commanded his presence in a down to earth and easy going manner. He exuded that you manage things and lead people.

His legacy is that he left HCPD better than when he started and a family that live his legacy. Our prayers for the Black family. God bless.

I met Tim at the police academy. We were young and enjoyed a good friendship. Tim was one of the most respectful officers I´ve ever worked with. It was nice to see him meet and marry Lori. Surprised to hear of his passing and saddened by the news. My prayers to the family.

Tim and I met at 6 years old. We went to St. Charles together, Woodlawn Sr High together and Catonsville Community College. We stayed close since the day we met. He wasn't only my best friend he was a brother. My kids know him as Uncle Tim. My heart is torn from my chest. Tim, I will miss you every single day. You helped me through so many bad times. Laughed and enjoyed so many good times. I'm not sure I know how to navigate through. You were the one I called when things were bad. We went to 34 straight Hershey AACA car shows. At this point I'm not sure I can make it to Hershey this year. Tim I love you and you will forever be in my heart. Until we meet again.

I will always remember Tim as a friendly and easy going guy. He always had a smile on his face as he made his rounds at the hospital, checking in and keeping everyone safe. He was so kind. I truly appreciate his diligence and professionalism in his role as head of security.
Please accept my prayers for peace and my deepest sympathy. I know Tim will be missed by all who had the pleasure of knowing him. What a wonderful legacy he leaves behind!
