Vernon H. Dibeler, II, passed away on May 16, 2025, at the age of 80, unexpectedly. He was born in 1945 in Washington, DC and raised in Chevy Chase, Maryland. He earned a Bachelor of Science degree in Chemistry from Pennsylvania State University and later obtained a Master of Science degree in Systems Management from the University of Southern California.

Colonel Vernon H. Dibeler, II, USAF, Retired, was commissioned through the Reserve Officer Training Corps in December 1967. He entered active duty in February 1969, later transitioning to the Air Force Reserve in 1972. Throughout his distinguished 37-year career, he held a variety of command and staff positions across the munitions, data automation, and logistics career fields.

As a civilian, Vernon spent over 29 years as a Computer Telecommunications Systems Officer and Project Manager on large national-level programs with the Central Intelligence Agency. His career was built on a strong foundation in project management, systems engineering, and IT leadership, with expertise in developing and overseeing mission-critical systems for government and intelligence agencies.

Vernon spent three decades in Vienna, Virginia, while cherishing summers in Bethany Beach, Delaware, where he and his beloved wife Nedra Kay Knepper Dibeler, raised their family. Vernon loved being on the beach, enjoying the simple pleasures of beach life and sharing that love with his family.

After their children graduated from college, Vernon and Nedra retired to Bethany Beach, enjoying their time together until her passing in 2012, following 37 years of marriage. Seeking year-round warmth and beach vibes, Vernon later relocated to Naples, Florida. There he continued his appreciation for seaside living and enjoying the city's dining scene, always in search of a great seafood meal. Whether discovering new restaurants or enjoying familiar favorites, he cherished good food, meaningful conversations, and the company of friends and family.

Vernon is survived by his daughter Colleen Scout, and her husband Matthew; his son Reed Dibeler, and his wife, Kelly Rossi; his grandchildren, Emmett Scout, Amber Scout, Kayden Dibeler, and Carter Dibeler; and his sisters Dianne Higgins and Arlene Carr.

There will be a Celebration of Life service on Saturday, July 26, 2025, at 11:00 a.m. at Floris United Methodist Church, 13600 Frying Pan Road, Herndon, VA 20171. If desired, in lieu of flowers, the family requests that Memorial Donations be made in memory of Vernon H. Dibeler, II to The Surfrider Foundation at https://www.surfrider.org/. Donations may be directed to a specific chapter, such as DE: Delaware - Memorial or FL - Paradise Coast.

I feel incredibly grateful for the many wonderful years we shared together. Your absence leaves a deep void, and I miss you dearly. Vernon I never expected to be writing to you this way since you are the younger of us but life happens. I can´t make it to your celebration of life but following in the Dibeler tradition Jackie
and my daughter Carissa had dinner tonight at Ford´s Fish Shake in Ashburn. We talked about things we remembered. The two memories that always come to mind we´re work related - you were very smart and creative thinking outside the box and of course you 4 day work week so you continue your title of the oldest Bethany Beach Umbrella Boy.
My family will continue to talk about you and Nedra every time we go to Ford´s.

Vern was my best friend for over 52 years. We were in the service together, lived together, and double dated. We were in each others wedding, visited often, and communicated always. My wife Valerie and I had just visited Vern in Naples in March and had a great time recollecting so much that had gone on in our lives. Vern and I loved going to the beach, going out to various restaurants, and talking about all sorts of things in the news. My wife and I will miss Vern and remember him a lot, along with his wife Nedra that passed a while ago. God bless Vern and his family. Your best friend...Steve

Vernon was larger than life and loved every minute of it!
He was so proud of Emmett and Amber for all their accomplishments and loved his grandkids so very much! I sincerely loved Vernon and he will be forever missed!!!!

My Vernon,
I loved you from the moment I met you! You were just an amazing, sweet, gracious friend and above all you always trusted me, t did not matter what it was! You have no idea how much I appreciated that! I was shocked to hear that you passed away and I still have a hard time to believe it! Reading your obituary does not feel real... I wish I would have come by to give a big hug before we headed out of Naples for the summer but I promise I will give you a big hug the next time see you! I appreciate you and our friendship and I love you forever!!!!

For The Family,
I am so sorry for your unexpected loss. I knew your father as a patient in Naples. Was always such a pleasure to see him and talk about Penn State and Bethany Beach!!! How he loved that place! I heard so many stories about getting there, the food, the walks early in the morning to stake out the perfect spot!! He really loved you all!!!
I remember his father and mother from their time in Naples. You are all blessed to have such a wonderful family. He will be missed but always loved.
