It is with deep sadness that we announce the passing of Youssouph Baro on December 22, 2024, at his home in Half Moon Bay, California. He passed away peacefully at the age of 90, surrounded by his beloved wife and children.

Youssouph was born on April 19, 1934, in Saint-Louis Senegal. His family originated from Diagnoum, a modest community located 420 kilometers from Dakar. From an early age, his intelligence and determination shone brightly. Recognized by his teachers for his exceptional aptitude, he advanced quickly through school and attended a prestigious local institution. Though initially destined for a teaching career, Youssouph's path took a different turn as he became deeply involved in the fight against French colonialism. As a militant with the African Party for Independence, he was arrested and imprisoned for two months-a period he later described as one of the most meaningful in his life due to the overwhelming support of the local population who admired his courage and dedication to justice.

Following his release, Youssouph seized an opportunity to study abroad through a scholarship offered by the Ukrainian Association for People's Friendship. In August 1961, he traveled to the Soviet Union, where he earned a master's degree in international public law. He returned to Senegal in July 1967 and embarked on a distinguished career in diplomacy. Over several decades, Youssouph represented Senegal with honor and distinction in numerous countries, including Switzerland, Iraq, Jordan, Algeria, Italy, the former Yugoslavia, and Malta.

After retiring from Senegalese foreign service in 1995, Youssouph initially returned to Senegal with his family. However, about a decade later, he and his wife Mackie decided to join their children in the United States. They first settled in New Jersey before eventually moving to California. For the past decade, Youssouph had been a cherished resident of Half Moon Bay. He embraced a quiet and fulfilling life there, enjoying simple pleasures such as walking along Main Street, visiting Safeway and the local T-Mobile store, riding SamTrans buses across San Mateo County, and accompanying his granddaughter Mengue to school and her activities. Despite settling into life in California, Youssouph maintained a deep connection to Senegal and eagerly anticipated annual visits to his homeland.

In addition to being a respected diplomat and community leader, Youssouph was also Dean of the Baro family in Senegal. He leaves behind a legacy of resilience, intellect, and unwavering commitment to justice that will continue to inspire those who knew him.

Youssouph is survived by his devoted wife of nearly 50 years, Mackie Baro; their four children: Aisha Baro, Karim Baro, Elande Baro, and Mariame Baro; as well as three grandchildren: Mengue, Atlas, and Mia. He is also mourned by an extended family in Senegal and family members of Haitian descent on his wife's side, who held him in high esteem.

In accordance with Youssouph's wishes, his body will be repatriated to Senegal for burial in his hometown of Diagnoum. His family takes comfort in knowing that he will rest eternally in the land that shaped him into the remarkable man he became. Please do not send flowers given the international burial. In lieu of flowers consider donating here; 100% of donations will be used to build out the local school in his native village of Diagnoum where he will be resting.

Youssouph Baro's life was one of extraordinary purpose and impact. May his memory bring solace to all who were fortunate enough to know him.

C'est avec beaucoup d'émotions que la famille de Son Excellence Monsieur Youssouph Baro, Ambassadeur Honoraire du Sénégal, vous informe de son déces, survenu le 22 Décembre 2024 a son domicile aux Etats-Unis, ou il y demeurait avec son épouse Mackie Baro, en proximité de leur fille ainée et petite fille. Son Excellence est mort paisiblement, a l'age de 90 ans, entouré de sa femme et ses enfants.

Né le 19 Avril 1934, a Saint - Louis, de Mamadou Baro et Aissata Kane, il est issu d'une famille modeste du village de Diagnoum, situé a 420 km de la capitale de Dakar. Des le bas age, ses enseignants remarquerent une grande intelligence qui lui permit de sauter de classe et d' entrer a l'école normale William Ponty de Sébikotane. Il était donc destiné a une carriere d' enseignant mais le sort en décida autrement. Sa carriere a été interrompue par son arrestation pour activités subversives suivi par son emprisonnement a Saint-Louis ainsi que d'autres militants du Parti Africain de l'indépendance. Apres deux mois en prison, qu'il décrivait comme parmi les moments les plus glorieux de sa vie grace au support d'une population Saint-Louisienne enthousiaste, il fut libéré. Il profita d'une bourse d'études offerte par l' Association Ukrainienne pour l'amitié des peuples et il partit pour l'Union Sovietique en Aout 1961, pour n'en revenir qu'en Juillet 1967 avec un diplome de maitrise en droit international public, lui permettant d'entrer a l'ecole d'administration nationale ENA du Senegal.

Son Excellence Monsieur Youssouph Baro a poursuivi une longue carriere en diplomatie. Il a été successivement conseiller principal des Affaires étrangeres, premier conseiller de l'ambassade du Sénégal a Geneve, conseiller diplomatique du Président Abdou Diouf. Il fut l'un des rares a avoir été a la fois conseiller diplomatique du premier ministre et du président de la République. Il fut ensuite nommé par le Président Abdou Diouf son ambassadeur en Irak (1984-1986) d'ou il couvrait aussi la Jordanie, en Algérie (1986-1988), puis en Italie (1988-1995) d'ou il couvrait plusieurs autres pays comme l' ex-Yougoslavie devenue aujourd'hui Serbie, la Turquie, la Grece, et Malte. Pendant son poste en Italie, il fut aussi représentant permanent du Sénégal aupres de la FAO, du PAM et du FIDA. C'est pendant son poste en Italie que le Sénégal a obtenu une des plus grandes victoires diplomatiques, l'élection de Jacques Diouf comme Directeur Général de la FAO. Le nom de Youssouph Baro, synonyme de vertu, résonne désormais dans les annales de la diplomatie Sénégalaise. Il avait rapidement su se faire apprécier pour son dévouement et son expertise, laissant derriere lui un héritage de coopération et d'amitié.

Son Excellence, Monsieur Baro etait un musulman pieux, béni par les grandes figures religieuses du monde, un homme ancré profondément dans ses coutumes en restant ouvert a toutes les cultures et croyances du monde. C'était un homme qui aimait profondément sa famille, proche et lointaine, un homme respecté par tous, admiré de tous.

Le déces de Youssouph Baro est une perte immense pour le Sénégal. Il laisse derriere lui une grande famille au Sénégal étant le Doyen, le Patriarche, Thierno Barobe de la famille Baro de Diagnoum. Il laisse aussi derriere lui son épouse de pres de 50 ans, Mackie Baro, leurs 4 enfants Aissata, Karim, Elande et Mariame ainsi que ses petits enfants.Il sera rapatrié depuis les Etats-Unis et enterré dans son village de Diagnoum, selon sa volonté.

My dad was simply an amazing, caring and loving human, a devoted husband, father and grandfather, an idol and inspiration fo so many in his come country and beyond. He engrained in us a sense of justice and a sense of fighting for what´s right.
I am so very grateful for the long life he led. I remember as a child having fears of him dying whenever he went on dangerous foreign mission. I am glad now that he lived many more years beyond that and that he got to know my granddaughter so well! They had a special bond and I am certain he will continue to watch over her every step of the way!
