Frank was a good person who took pride in his work. You could always count on Frank to see to the smallest of details at the Kentucky District meetings. As a Civitan, Frank demonstrated outstanding leadership and service in offices he held such as International Regional Director, District Governor, District Meeting Coordinator, Club President and many others.
He was especially proud of his family. He always had stories to tell at the meetings.
I and other Kentucky District Civitans send our deepest sympathy to the Bloss family.
