David Paul Moberg
June 15, 1949 - April 27, 2022
MADISON - David Paul Moberg (Paul), 72, passed away on April 27, from liver cancer. Paul was born in Seattle, WA, on June 15, 1949. He moved to St. Paul, MN, during his first year of life while his father, David O. Moberg, completed his PhD at the University of Minnesota. Paul graduated from Murray High School in St.Paul in 1967. His first year of college was spent at Westmont College in Santa Barbara, CA, and then he transferred to Marquette University in Milwaukee where he completed his BA (1971) and MA (1973) degrees in Sociology.
Paul worked for several years at DePaul Rehabilitation Hospital, where he discovered his lifetime career in Evaluation Research and Applied Research in Substance Use Prevention, Intervention, and Treatment.
Paul decided to pursue a PhD at UW-Madison. During his PhD program he was a Student Trainee in the NIMH-funded Center for Evaluation in Research and Training. Paul met his wife, Silvia Jackson, in this center while she was beginning her PhD in the School of Social Work. In 1985, he finished his PhD in Sociology with a minor in social evaluation research through the School of Social Work.
Paul and Silvia were married on July 31, 1982. They have two sons. As a family, we enjoy downhill skiing, biking, boating, and walking our dog Marcus.
Paul worked in DHS on several prevention research projects. Subsequently he was hired as Associate Director of the Center for Health Policy and Program Evaluation (CHPPE) in 1986. Paul spent the next 20-years building up CHPPE, which then merged with the Population Health Institute in the School of Medicine and Public Health. He had a leadership role in both Institutes where he led research and made lifelong professional contributions with colleagues passionate about public health.
Paul led the Evaluation Research Group in the UWPHI as a Senior Scientist and Research Professor through 2011. He stepped down from a leadership role and retired, but continued to do a number of research projects through 2022.
Paul's work has appeared in a number of journals including: Journal of Studies on Alcohol and Drugs; Medical Care; and Wisconsin Medical Journal.
Over the last several years, Paul volunteered his time locally as a board member at Horizon High School, an Alternative School for Students with Substance Use Disorder.
Paul was predeceased by his sister, Joyann Marie; his mother, Helen; grandparents, John and Marie Heitzman, and Fred and Anna Moberg; aunts, uncles, and a cousin.
Paul is survived by his wife, Silvia Jackson; sons: Matthew and Jackson; father, David O. Moberg; siblings: Lynette Janssen, Jonathan, and Philip; as well as his extended family and an abundance of friends. We will all miss him more than words can say.
A memorial service will be held at First Unitarian Society at 900 University Bay Drive, Madison, 53705, on Saturday, May 7, at 11:00 AM. A light lunch will follow service until 2:00 PM. A private green burial will be held.

It's interesting. After unsuccessful attempts approaching other true scientists, I thought that somehow my situation was somehow unique in that I convinced Paul to take a chance on a physician scientist approaching his first grant app in his 60's. Our collaboration on my Merit pilot and subsequent work soon became some of the most satisfying aspects of my career. With Paul in my corner, I felt almost anything was possible. It's really hard to imagine moving forward in this lane without him.
Telling was the fact that Paul, having received devastating news of his medical condition, before reaching out to me with questions concerning his treatment options, he first apologized about not responding to my recent emails about my next grant application.
Our numerous co-investigators and research staff all extend their condolences, noting how generous Paul was with his scarce time but insightful expertise.
I will miss him terribly and forever appreciate the time he shared with me...Michael
