In addition to his wife, Joan, Charlie will be lovingly remembered by his children, Marikay (Pat), Regina, Larry (Andrea), Lianne (David) and Kevin, and his treasured grandchildren, Nick, Alyssa, Collin, Sasha and Connor.

Upon graduation from North East Catholic High School in Philadelphia, Charlie enlisted and served in active duty in the 11th Airborne division Japan in World War II. Following his honorable discharge, he attended and graduated from LaSalle College, Temple Law School and Georgetown University, where he obtained a Masters of Laws degree.

Charlie was a devoted parishioner of Notre Dame of Bethlehem, an active member of Cursillo, a volunteer at Holy Infancy School and a member of the Board of the St. Francis Retreat House for many years. He was always on the move, playing tennis, jogging, learning to downhill ski at age 50, skiing until he was 80, and still going to the gym regularly until his late 80s.

Charlie will be remembered for his wonderful quick sense of humor, his generosity with his time, and his kindness.

The eldest son of Dennis and Mary Dugan, he is predeceased by his parents and his siblings, Ann O'Neill , John Dugan, Helen Usewicz and his son, Neal Dugan.

Mass of Christian Burial will be celebrated at 10:30 a.m. Thursday, April 15, in Notre Dame Church, followed by interment in Holy Saviour Cemetery. Family and friends may call in the church from 9:30 a.m. - 10:15 a.m.

Uncle Charlie was one of the finest men I have ever known. He retained the humility valued by his parents despite having an outstanding career in law. He courageously served his country during World War II and had deep devotion to his family for the entirety of his life. He is the role model of all role models.

Joan,
Condolences to you and family.
Charlie was a very special person, especially to Mary and me! He was dedicated to doing every task well and thoroughly - especially everything related to his God. His hard work developing the St Francis Retreat House Board of Directors bylaws in 1990 and his service on the founding Board of Directors for many years helped steer the direction and expansion of the Retreat House activities.
Charlie and Joan were both very generous in their time, talent, and treasure to many groups, especially Cursillo. We have so many fond memories of Charlie - of how he did things in a quiet efficient way, of his quiet guidance how he went out of his way to help others, and of how he was really smart!
We know that he is with his loving God!
We love you Charlie!
Peace,
Mary & Tony Martocci

To the Dugan family,
My name is Krista Tkacz and I am Helen Dugan-Usewicz’s granddaughter... My mother is Jeanne. I wish I had gotten to know my great Uncle Charlie, seeing his picture and the resemblance he has to my mom-mom brought a tear to my eye. I also wish I was old enough to remember my mom-mom before she passed, but I am sure that she is waiting to greet him with open arms. It sounds like Charlie was a good man, and I am super impressed by his education and career! I am wishing your family comfort during this time and sending much love from NJ.
Sincerely,
Krista
